About this file
This is a Facilities Maintenance Supplemental document for the State of Maryland, specifically addressing janitorial services requirements for the Towson District Courthouse, effective July 2024. The document establishes comprehensive contract requirements and responsibilities that bidders and contractors must meet to provide janitorial services at state facilities. Key operational requirements include strict security protocols mandating employee identification badges, criminal background checks (CJIS State and federal level with fingerprinting), and compliance with on-site security procedures including potential searches and escorted access at certain facilities, particularly those under the Department of Public Safety and Correctional Services jurisdiction. All products and equipment must be mercury-free with required Mercury Affidavits submitted with bids. Any personnel substitutions after contract commencement require written approval from the Contract Monitor, and successful bidders must complete a Department of Human Services Hiring Agreement within five business days of award notification.
The contract emphasizes environmental sustainability through Maryland's Green Purchasing requirements, mandating that all janitorial supplies comply with the Maryland Green Purchasing Committee's Specifications for Environmentally Preferable Janitorial Supplies. Where available, products manufactured by Blind Industries and Services of Maryland (BISM) must be procured through their program, with non-compliance constituting contract default. Janitorial service bids must include itemized labor costs, cleaning supply costs, and projected labor hours necessary to complete the work satisfactorily. The State of Maryland reserves the right to request quarterly sales data throughout the contract term detailing recycled content, third-party sustainability certifications, and other environmental attributes of products and services provided, requiring contractors to utilize a State-provided Vendor Green Sales Report template for compliance with Maryland reporting requirements under Article 14-405 of the Annotated Code of Maryland.
