About this opportunity

The School District of Manatee County, Florida, is seeking multiple contractors for Glazier and Window Treatment Services through Invitation to Bid (ITB) No. 25-0076-KD. The procurement aims to establish contractors to provide comprehensive services including consultation, troubleshooting, repair, and new installation of window treatments such as blinds, curtains, shades, valances, shutters, hurricane shutters, window film, and related supplies. Contractors must have at least five years of experience in the field and demonstrate compliance with State Requirements for Educational Facilities (SREF), Florida Administrative Code, local codes, state and federal regulations, and OSHA standards. The bid requires electronic submission via VendorLink by October 23, 2024, at 3:00 PM, with a request for information deadline of September 30, 2024. Evaluation criteria include pricing flexibility (up to 15% markup on materials and 10% on rental equipment), technical expertise, business qualifications, and ability to meet district needs. The contract period is set for three years, from November 13, 2024, through November 12, 2027, with a potential one-year renewal option.

The solicitation does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. Several bidders have been identified, including Advanced Film Solutions, Inc., Andrews Glass Services, Inc., Key Glass LLC, NBI Suncontrol of Sarasota County, Prompt Professional Perfection LLC, and SRQNative LLC. Hourly rates for services range from $140 to $165 for standard and non-standard hours, with variations in pricing across different service categories. No specific guaranteed contract value is provided, and the district reserves the right to adjust the contract, add or remove vendors, and terminate the agreement under specific conditions. A notable contract provision requires contractors to bill at actual cost without markup during declared disaster situations. The district intends to award the contract to multiple suppliers, with the potential for greater utilization of bidders offering the most competitive pricing, taking into account factors such as scheduling and overall service capabilities.
