About this opportunity
The Los Angeles County Metropolitan Transportation Authority (LACMTA) is requesting bids on 340 units of Fleetwatch Data Logger JX200 with J1939 connector in dual box configuration under IFB DR145771, with bids due November 5, 2026 at 2:00 p.m. and a teleconference bid opening at 3:00 p.m. the same day. The contract is federally funded and subject to fiscal year funding availability. No DBE goal was established for this procurement due to insufficient DBE availability or lack of identified subcontract opportunities.
The scope specifies Fleetwatch Data Logger JX200 units (MTA Part No. 197982, manufacturer part number JX200-XW19-24) from approved manufacturer S & A Systems, Inc. All goods must be new, of merchantable quality, and delivered to LACMTA-specified locations at the contractor's sole cost and expense within five months from contract execution. Delivery must conform to specified pallet dimensions of 46 inches wide by 46 inches long by 42 inches high; non-conforming deliveries will be rejected at vendor expense. Each pallet requires an individual packing slip displaying the Purchase Order number, which must also appear on the bill of lading.
The award is firm fixed price to the lowest responsive and responsible bidder with zero options and no changes permitted to the specification. Unit pricing and extended pricing must be submitted for the base year with California sales tax at 10.25% included in all bids. Payment terms are negotiable but must be not less than NET 10; if no early payment discount is offered, payment defaults to NET 30. Payment terms are not a factor in bid evaluation. LACMTA will make payment within thirty days of receiving an undisputed and properly submitted invoice, or within fifteen days if the contractor is a certified DBE or LACMTA-certified SBE performing as prime contractor.
Pre-qualification is mandatory for contractors whose contracts exceed $500,000, due by the bid due date. All subcontractors and suppliers must be pre-qualified prior to performing work. The contractor must procure and maintain commercial general liability insurance of $1,000,000 per occurrence, commercial automobile liability insurance of $1,000,000 per accident, and workers' compensation insurance complying with California statutory requirements. Questions and comments are due October 19, 2026, and requests for approved equals are due October 26, 2026.
