About this opportunity
The Los Angeles County Metropolitan Transportation Authority (Metro) is soliciting bids for fire-life safety systems testing and repair services under IFB No. OP1421678370, with bids due electronically July 30, 2026 at 10:00 a.m. Pacific and a pre-bid conference scheduled June 30, 2026 at 2:00 p.m. via Microsoft Teams. Metro has established a Small Business Enterprise (SBE) and Disabled Veteran Business Enterprise (DVBE) participation goal of 10 percent of total contract price (seven percent SBE, three percent DVBE); bidders must meet or exceed these goals to be considered responsive — good faith efforts are not accepted if goals are not met. A Local Small Business Enterprise (LSBE) preference provides a five percent bid price reduction for qualifying SBE primes or bidders subcontracting at least 30 percent of contract value to eligible LSBE firms.
The scope encompasses quarterly inspections, annual and five-year testing, re-testing, and repairs of water-based and non-water-based fire suppression systems across Metro transit facilities including the A, B, C, D, E, G, J, and K transit lines, bus divisions, rail facilities, Metro Headquarters Building, Union Station West Portal, and operational properties. Services include testing and certification of pre-action systems, deluge systems, fire sprinklers, standpipes, fire hydrants, fire pumps, smoke management systems, fire alarm systems, elevator witness testing, and emergency generator systems. Work must comply with Los Angeles Fire Department Chief's Regulation 4 Procedures and National Fire Prevention Association standards 13, 25, 72, and 2001.
The contract term is three years base with one two-year renewal option exercisable at Metro's sole discretion, structured as Firm Fixed Unit Rates. Bidders must hold valid LAFD Chief's Regulation 4 certifications; manufacturer certifications from Ansul/Johnson Controls (Inergen systems) and Notifier/Honeywell; a minimum of three years' experience serving at least three public or private clients with combined annual billings of at least $1.5 million; and either a C-10 and C-16 contractor license or a B license paired with a subcontractor holding C-10 and/or C-16 licenses. Prevailing wage requirements apply; bidders must be registered with the California Department of Industrial Relations prior to bid submission. Pre-qualification is required for all firms not exempted if their bid exceeds $500,000. Questions are due July 9, 2026, with answers provided by July 16, 2026. Award will be made to the lowest-priced responsive and responsible bidder. The contract is state-funded, subject to fiscal year funding availability.
