About this file
This document is a Rail Operations Track Allocation Procedure issued by LA Metro that establishes the requirements and processes for obtaining approval and work permits to conduct maintenance, repair, and contractor work on Metro Rail property and infrastructure. The procedure applies to all work performed on Metro Rail property, track zones, stations, buildings, and equipment critical to rail system operation. The Track Allocation registration and submission process occurs online at https://metrotrackallocation.azurewebsites.net/, with submission deadlines of one week in advance for standard work requests (by 4 p.m. Friday prior to the weekly Tuesday 9 a.m. Track Allocation meeting) and three weeks in advance for work requiring changes to revenue train schedules such as single tracking or bus bridges. Weekly Track Allocation meetings are held every Tuesday at 100 South Santa Fe Avenue, Room 10, Los Angeles, CA 90013, though meetings are currently conducted via conference call due to the COVID-19 pandemic. All work crew members must complete Metro Rail Safety and Metro Wayside Worker Protection training (conducted in English), obtain safety ID badges, and attend required job briefings. Work priorities are established for emergency repairs, regulatory preventive maintenance, infrastructure and equipment maintenance, high-priority work activities, and contractor work activities.
Work permits are issued for approved requests and must be activated upon arrival at the work location and deactivated at the end of each workday by the Engineer in Charge (EIC). Operational restrictions apply depending on proximity to overhead catenary systems and contact rails, including power down and grounding requirements, flag protection protocols, and wayside worker protection measures. The request form requires complete information including work start and end times, dates, locations, crew size, operational restrictions and impacts, power requirements, and detailed work descriptions. Requests may be submitted up to one month in advance and must be resubmitted for each week of work until project completion. Late requests submitted after the Friday deadline are reviewed at the end of the meeting and approval is not guaranteed based on manpower availability and train service impact. The Track Allocation Coordinator may deny requests due to scheduling conflicts, incorrect information, lack of required training or support, or insufficient notice.

All work on Metro Rail Property or any work that could potentially foul the envelope of a train must receive prior approval from the Rail Operations Control Department of Metro. This Track Allocation/Work Permit process must be complied with to ensure the safety of external agencies, Metro employees, and Metro customers. Metro Rail Operations Control Work Permits will be issued for approved work. Failure to meet all the requirements listed below will delay the approval of requested work.
GUIDELINES1
Track Allocation has defined the priorities listed below as guidelines to be considered when allocating access to any and all rail infrastructure, track zone area (Right-of-Way), station, buildings/rooms, property and any equipment critical to the operation of the rail system. The following guidelines are to be used to prioritize track access and/or Track Allocation scheduling, but are subject to change:
• Emergency repairs
• Regulatory preventive maintenance programs
• Maintenance of infrastructure and equipment
• High priority work activities
• Contractor work activities/access
REGISTRATION
Registrations is done online at https://metrotrackallocation.azurewebsites.net/. We recommend that you do not use Internet Explorer, many have had issues with submitting and registering. Once your registration is approved, you will be able to submit Track Allocation. Please refer to the New User Guide on pages 9-16.
SUBMISSION
Submissions are done on the same link as registration. When submitting track allocation, the previously entered contact information from registration will automatically populate. When a track allocation form is submitted, you will have the ability to re-use the same form.
Request forms must be filled out completely and provide necessary information: start/end time of work, dates of work, location(s) of work, crew size, operational restrictions, operational impacts, power requirements, and a detailed description of work, required support, equipment, and of required building/room access. Operational Restrictions include:
• Power Down and Grounding: may be required when working within 10-feet of Overhead Catenary System (Blue/Expo/Green/Gold Lines). Power down and grounding of the Contact Rail (Red/Purple Line) is required when working at track level. Remote power down may be required for work being performed in close proximity to the Overhead Catenary System or Contact Rail. Your work will begin once all Power Down requirements are met.
• The work crew leader (EIC) must assure that proper flagging protection for Flag Protected Slow Zones or Flag Protected Work Zones are in place (if applicable) prior to beginning work. This must be assured through proper communications with Metro personnel (Track Inspector, Field Supervisor, Traction Power or Signal Personnel) supporting your work. Proper placement of flags and the appropriate protection is required for the intended work to be performed.
• Wayside System personnel (track, signal, traction power etc.) will be provided appropriate Wayside Worker

Protection2 with clear limits/block and it will be your responsibility to contact Control once you arrive at the end of your limits in order to establish a new work limit/block. You are not allowed to begin your work until you receive authorization from the Rail Operations Control Center (ROC). You will be responsible for ensuring the appropriate level of wayside worker protection is established when working on or about Metro rail lines.
Contractors and Metro Departments must allow time for the implementation of Operational Restrictions to make the area safe for work (i.e. 3 placement of flags, watch person, block protection, power down and grounding).
Submission Info:

Submissions must be received by 4pm on Friday, prior to the weekly Track Allocation meeting.

• Track Allocation forms are date and time stamped. If the request is submitted late, it will be reviewed at the end of the meeting. Late requests may not be approved depending on the availability of manpower to support the work and how it may impact train service.
• Requests may be submitted up to one month in advance of requested/projected start date.
• Once a request form is submitted through the Track Allocation site, you should receive an email. If you do not receive an email, please resubmit and then contact the track allocation team to ensure delivery.
