About this file
This is a Schedule of Quantities and Prices (Exhibit 2) for Invitation for Bid (IFB) No. OP1421678370 issued by Metro for Fire-Life Safety Systems Testing and Repair Services. The contract encompasses water-based and non-water-based fire safety testing and repair services across multiple Metro facilities including Bus Facilities, Rail Facilities, Metro Headquarters Building & East Portal, and Union Station West Portal. Services include testing and certification of pre-action systems, deluge systems, fire sprinklers, standpipes, fire hydrants, fire pumps, automatic closing fire assemblies, smoke management systems, fire alarm systems, elevator witness testing, emergency generator systems, and battery systems. The contract is structured as a three-year base period with a one-year and two-year option period, creating a potential five-year contract term. Annual quantities vary significantly by facility and service type, ranging from 1 to 1,589 units for specific items such as fire hose outlet valves at rail facilities.
All pricing shall be fully burdened rates including materials, labor, equipment, taxes, insurance, travel time, company overhead, applicable fees, and profit. The contractor must submit initial test and re-test reports and comply with NFPA standards, Regulation 4, Authorities Having Jurisdiction requirements, The Compliance Engine, and Metro specifications. Metro currently utilizes in-house Reg 4 testers for emergency power systems, elevator witness-only testing, and gas leak detection systems, with contractor testing required only upon written notification if Metro testers are unavailable. Repair parts and miscellaneous materials are budgeted at $15,000 annually per facility category, and technician as-needed labor is quoted on a per-unit basis. Unit rates quoted remain firm for the contract term, and quantities listed are for bid assessment purposes only with no minimum or maximum guaranteed.
