About this opportunity

City Colleges of Chicago is requesting bids for an Electrical Low Voltage Job Order Contract covering IT/AV systems, low voltage installations, security products, access control, turnstiles, and CCTV installation and maintenance across all district facilities, with bids due October 21, 2026 at 12:00 p.m. CDT and a pre-bid meeting scheduled for September 25, 2026 at 11:30 a.m. CDT via Zoom. MBE and WBE participation goals of 25% and 7%, respectively, apply to the total contract value.

Bidders must hold a current City of Chicago Electrical Contractor's License and demonstrate at least two years of business operation in good standing with the Illinois Secretary of State. All work must comply with CCC's Cabling Standards (Volume V), which mandate minimum Category 6A horizontal cabling, OM4 multimode fiber optic (50/125 micrometers) for 1 Gigabit and higher applications, telecommunications closet dimensions and redundancy requirements, TIA/EIA standards, manufacturer-backed 20-year warranties, and as-built documentation in AutoCAD format. Contractors must also comply with prevailing wage requirements and the Chicago Minimum Wage Ordinance (currently $17.05 per hour as of July 1, 2026).

The base contract term is 60 months from the award date or until the maximum contract value of $5 million is reached, whichever occurs first, with an option for one additional 24-month extension under the same conditions. The minimum contract value is $25,000. Pricing is structured around a Construction Task Catalog with pre-priced unit prices; bidders submit two competitively bid Adjustment Factors—one for Normal Working Hours (weighted 70%) and one for Other Than Normal Working Hours (weighted 30%)—each including a 1% JOC System License Fee. Contractors must maintain $5 million in commercial liability insurance and $2 million in builders risk insurance, with Performance and Payment Bonds required and individual project bonds not exceeding $500,000.

Questions are due September 29, 2026 at 12:00 p.m. CDT. Intent to bid submissions are due October 14, 2026 at 12:00 p.m. CDT. All submissions occur through the Euna/Bonfire electronic portal. Required documents include Schedule A (MBE/WBE Goal Implementation Plan), AIA Form A305, Surety Statement of Qualification, IRS Form W-9, Economic Disclosure Statement, and Ethics Acknowledgement. Bidders must acknowledge receipt of all addenda, including Addendum No. 1 (revised bid timeline posted September 21, 2026).
