About this opportunity
San Francisco Public Works is requesting proposals on behalf of the Port of San Francisco for pre-construction engineering and design services supporting the Waterfront Resilience Program, with proposals due November 13, 2026 and a virtual pre-proposal conference on October 14. The RFP seeks two separate contract awards—one for the northern Plan Area (PED-North) and one for the southern Plan Area (PED-South)—with proposers permitted to submit for either or both areas. A Local Business Enterprise (LBE) subcontracting participation requirement of at least 15% (including 3% Micro LBE and 2% SBA LBE) applies to both contracts.
The scope encompasses plan development, engineering and design, and design support during bidding and construction phases for waterfront resilience initiatives. Reference documents provide technical foundation including Multi-Hazard Risk Assessment reports, coastal flood hazard analyses, and pre-design reports for sample projects such as the Pier 24–28 Bulkhead Wall, Wharf J9 Replacement, and Pier 9 and Pier 15 Bulkhead Wall projects. Proposers must demonstrate expertise across multiple disciplines including coastal flood defenses, marine structures, complete streets with light rail transit, and building preservation; United States Army Corps of Engineers related qualifications; and geographic qualifications for each Plan Area. Key personnel (>40% dedication) may be shared across proposals if allocation is clearly identified. Proposals must include four Reference Evaluation Forms, with two required for Minimum Qualification #2.
The PED-North contract carries a not-to-exceed amount of $65 million and the PED-South contract $50 million, each with an initial term of ten years. Compensation is structured on a task-order basis with negotiated lump-sum pricing or hourly rates; direct hourly labor rates are fixed for 12 months and may escalate thereafter by the Consumer Price Index for the San Francisco-Oakland-Hayward area, subject to Port approval. Overhead rates and profit do not exceed 10% per phase. The contract requires prevailing wage compliance and apprenticeship program participation. Funding derives from federal or state grants, subject to Federal Cost Requirements (2 CFR Part 200). Questions are due October 20, 2026 at 5:00 PM Pacific Time to DPW ProContracts@sfdpw.org. Late submittals will not be considered. Proposers must execute a City nondisclosure agreement prior to accessing confidential reference materials.
