About this file

This is a Written Proposal Template for the Port of San Francisco's Request for Proposals for Pre-Construction Engineering and Design Services as part of the Waterfront Resilience Program. The template is designed for consulting firms to submit proposals for one or both of two separate Plan Areas: the Northern Waterfront (PED-North) and Southern Waterfront (PED-South). Proposers must submit a separate proposal for each Plan Area if applying for both contracts. The Port intends to award two contracts with initial terms of ten years. A virtual Pre-Proposal Conference was scheduled for Wednesday, October 14, 2026, at 10:00 AM Pacific Time via Microsoft Teams. Questions regarding the RFP must be submitted by email no later than Tuesday, October 20, 2026, at 5:00 PM PT. The proposal template requires comprehensive submissions addressing proposer information, firm introduction and description, proposed team composition, organization structure and charts, key personnel qualifications, example projects demonstrating relevant experience, personnel participation matrices, contract-specific qualifications and approach for various disciplines, and geographic qualifications specific to each Plan Area.

The PED-North contract carries a not-to-exceed amount of $65,000,000, while the PED-South contract has an NTE amount of $50,000,000. The same Prime or Joint Venture proposer is eligible to be awarded both contracts; however, they must demonstrate capacity to execute both contracts simultaneously and submit separate proposals with contract-specific staffing plans. Key personnel are defined as staff with more than 40 percent dedication to each contract and may be shared across proposals if their allocation to each contract is clearly identified. The template requires proposers to address design management qualifications, United States Army Corps of Engineers (USACE) related qualifications to ensure maximum project credit under the Section 221 Memorandum of Understanding, and expertise across multiple disciplines including planning and design of urban spaces, coastal flood defenses, marine structures, complete streets with light rail transit, and building preservation and adaptive reuse. All proposals must include four completed Reference Evaluation Forms, with two of those forms required to be for projects submitted for Minimum Qualification #2. The Port reserves the right to verify accuracy of submitted information by contacting references or other means.

Proposer's Name:

Plan Area (select one)”
☐ Northern Waterfront ☐ Southern Waterfront

Instructions to Proposers Proposer shall use this document as a template on which to provide their Written Proposal responses. Include a cover for this document of your choosing. At a minimum, the cover should include the following information:

· Name of Prime Proposer Firm or Joint Venture

· Written Proposal submitted to Port of San Francisco for Pre-Construction Engineering and Design Services

· Sourcing Event ID 11697

· RFP issuance date

· Written Proposal due date & time Proposers may not leave responses to questions blank and may not respond to questions with “To be provided upon request,” “To be determined,” or the like. Proposals that fail to address each of the requested items in this document in a sufficient and complete manner may be deemed Non-Responsive and/or receive zero points.

The same Prime or Joint Venture proposer is eligible to be awarded both contracts (Northern Waterfront and Southern Waterfront); however, they must demonstrate the capacity to execute both contracts at the same time and must submit a separate proposal for each contract, each with a contract-specific staffing plan and capacity commitment. Each proposal will be evaluated separately on its own merit. Key personnel may be shared across proposals, provided their allocation to each contract is identified and the proposer demonstrates sufficient capacity to perform both contracts concurrently. Key personnel are proposed staff who are more than 40% dedicated to each contract.

To receive the maximum number of points, please be sure to follow this format and thoroughly (but concisely) address each section. Indicate clearly where supplemental documents are being provided.

Submission of a proposal will constitute a representation by your firm that your firm is willing and able to perform the commitments contained in the proposal.

All documents submitted in response to this Solicitation are subject to public disclosure. Therefore, please exclude or otherwise identify confidential or proprietary information, as appropriate.
