About this opportunity
The San Francisco Department of Public Health is requesting proposals for an intensive case management program serving people with HIV with complex behavioral health issues and unstable housing, with proposals due September 9, 2026 at 2:00 p.m. PT and a pre-proposal conference on August 17, 2026 at 11:00 a.m. PT via Microsoft Teams.
Proposers must be public or nonprofit entities registered with the California Secretary of State, Franchise Tax Board, Internal Revenue Service, and System for Award Management. For-profit entities are eligible only if they are the sole available provider of quality HIV care. Three minimum qualifications are mandatory: five years of experience providing medical case management to people with HIV with moderate to intensive needs; three years working with a consortium of HIV service providers; and capacity to employ or recruit appropriately licensed staff. The program will serve high-acuity clients unable to succeed in traditional Ryan White-funded case management, requiring intensive, multidisciplinary services addressing medical care, behavioral health, housing instability, and community stability.
The estimated contract value exceeds $400,000 but does not exceed $10 million over a five-year base term with five one-year renewal options at the City's discretion. The contract is primarily federally funded through the Ending the HIV Epidemic in the U.S. initiative and must comply with Ryan White HIV/AIDS Program requirements and Uniform Administrative Requirements (2 CFR Part 200). The program is subject to a Local Business Enterprise (LBE) rating bonus of up to 10 percent for Small or Micro LBEs and 5 percent for SBA LBEs; the LBE subcontracting requirement has been waived under Waiver No. 14BPREBID0002995. Contractors must comply with San Francisco prevailing wage, Minimum Compensation Ordinance, Health Care Accountability Ordinance, First Source Hiring, and Chapter 12L nonprofit governance and compliance requirements. The contract commences March 1, 2027. Questions are due August 24, 2026 at 5:00 p.m. PT. Short-listing notifications, interviews, and award announcement are estimated for October 2026. Primary contact: Lucinda Huang, 628-271-6174 or lucinda.huang@sfdph.org.
