About this file

This is Addendum No. 1 to a Request for Proposals issued by the City and County of San Francisco Department of Public Health for the Ending the HIV Epidemic Intensive Case Management program (SFGOV-0000011852, RFP 14-2026). The addendum contains reminders, clarifications, and changes to Version 2 of the RFP, along with responses to proposer questions. Proposals are due September 9, 2026 at 2:00 p.m. PST and must be submitted through the San Francisco City Partner website; late submissions will not be accepted, and email submissions are prohibited. If technical issues prevent website submission, proposers must notify the Procurement Officer (Lucinda Huang, 628-271-6174, Lucinda.Huang@sfdph.org) and may deliver proposals in person by the same deadline. The program targets high-acuity individuals with HIV, complex behavioral health issues, and housing instability, requiring intensive multidisciplinary case management services. The contract commences March 1, 2027, and includes a five-year base term with five one-year renewal options at the City's discretion.

Key clarifications in this addendum include revised staffing requirements for Clinical Case Management positions, which must be provided by master's-level behavioral health professionals licensed or license-eligible under the California Board of Behavioral Sciences (BBS), and Licensed Vocational Nurse (LVN) Services staff must meet California requirements for Licensure as a Vocational Nurse or Psychiatric Technician. The Q&A responses clarify that minimum qualification experience must derive from the proposing firm's past or current contracts rather than individual principals' prior roles; that the combined funding represents both the current Getting to Zero Intensive Case Management program and another program with similar service models; that Attachment J is optional; and that clients need not receive services from every discipline on the multidisciplinary team. The estimated contract value exceeds $400,000 but does not exceed $10 million and is primarily federally funded through the Ending the HIV Epidemic in the U.S. initiative. Proposers must be public or nonprofit entities, with for-profit entities eligible only if they are the sole available provider of quality HIV care, and must comply with San Francisco prevailing wage requirements, Ryan White HIV/AIDS Program requirements, and other applicable regulations.

3. Questions and Answers:

Please note the responses provided in this Q&A addendum do not modify or alter the RFP in any way, except as explicitly stated in Section 2 (Changes to the RFP) of this addendum.

Q1. Section 2.4 requires third-party documentation of the Proposer's experience for MQ1 and

MQ2. Does experience gained by the firm's principal in prior roles, if supported by third-party letters confirming project duration and scope, meet these Minimum Qualifications?

Or must the experience be from previous or ongoing contracts held by the proposing firm?

A1. The term “Proposer” refers to the submitting firm. This means the minimum qualification experience must come from the firm’s past or current contracts, not from any one individual.

Q2. The annual amount in the RFP is higher than the current annual budget for the Getting to Zero Intensive Case Management (GTZ ICM) program. Is the increase intended to expand GTZ ICM? Or is funding for another program being combined to reach the total amount in the RFP?

A2. The total funding amount in the RFP is a combination of current GTZ ICM program funding and funding for another program with a similar service model whose contract is also set to expire at the end of the year. The two programs are being combined under one name: Ending the HIV Epidemic Intensive Case Management (EHE ICM).

Q3. Is Attachment J a mandatory form?

A3. No. Attachment J is for reference only.

Q4. Can the Case Manager and Nurse positions be Bachelor or Masters/LVN or RN/etc?

A4. Clinical Case Management staff must possess a master's degree and license (or be license-eligible) by CA Board of Behavioral Sciences (BBS). Education and licensure requirements do not apply to non-clinical Case Management staff. At minimum, nursing staff must meet the requirements for Licensure as a Vocational Nurse or Psychiatric Technician in California.

Q5. Do all three staff members have to see each client simultaneously?

A5. Clients may not need services from every discipline represented on the EHE ICM team. They should be provided when the services are necessary to achieve and maintain medical and psychosocial stability. It is not required that every client receives services from every discipline represented on an EHE ICM team.

Q6. Can the partnerships with other agencies noted in the application be new/anticipated collaborations or do they have to be in place already?

A6. For Proposal Content B please describe any existing partnerships.

4. Contract Exception Requests and Responses: None.

Only the contract exception requests approved by the City in this Q&A addendum will be incorporated accordingly after notice of award and during contract development. No additional exception requests will be considered or approved after the Q&A period deadline.
