About this opportunity

Pinellas County, Florida is soliciting vendor quotes on commercial doors and frames supply and installation services via Invitation to Quote, with proposals due September 8, 2026 at 3:00 p.m., though note that the posted date of September 17, 2026 is after the stated deadline and suggests this solicitation may have closed or the dates contain an error.

Pinellas County Certified Small Business Enterprises receive preference: those submitting within the first five business days of the solicitation receive priority consideration; those submitting after that window receive a five percent price preference above open market pricing. Vendors must maintain a permanent business office within Pinellas County or a convenient radius to ensure timely service delivery.

The scope encompasses supply and installation of interior and exterior doors, frames, door hardware, locks, self-closers, stops, and sweeps, with repair and replacement services provided on an as-needed basis to the Department of Construction and Property Management. The County will award on an item-by-item, group, or aggregate basis at its discretion.

The contract term is 36 months from award, with an option to extend for two additional 12-month periods provided all prices, terms, and conditions remain the same and the County Administrator approves. Unit prices must be submitted as discounts off manufacturer's suggested retail price for parts and supplies, plus hourly labor rates for normal business hours (Monday–Friday, 8:00 a.m.–5:00 p.m.) and emergency/after-hours work. Unit prices are held firm for the contract duration; vendors may request adjustments after 12 months based on the U.S. Bureau of Labor Statistics Consumer Price Index or Producer Price Index, not to exceed the relevant index change, with requests submitted 90 to 120 days prior to contract anniversary dates.

Vendors must provide proof of Florida corporate registration, workers' compensation insurance with $500,000 employer's liability limits per employee, commercial general liability insurance with $1,000,000 combined single limit per occurrence, excess or umbrella liability insurance, security clearance completion for all employees accessing County facilities, and references from at least four prior customers performing similar services. Site visits may be requested by contacting Dwayne-ron Sharpe at (727) 464-4512.
