About this opportunity
The City of Newark, New Jersey is soliciting Qualification Statements through its e-Procurement Portal for Domestic Violence Services for Program Year 2025, with electronic submissions due by April 3, 2025 at 10:15 am. The Office of Violence Prevention and Trauma Recovery seeks to establish a pool of service providers specializing in domestic violence prevention, intervention, support services, and medical care. Required services include crisis intervention, emergency response, survivor advocacy, case management, counseling, mental health services, medication administration, community outreach, and offender accountability interventions. Evaluation criteria will assess respondents across six key areas: demonstrated experience in domestic violence intervention (30%), capacity to provide integrated medical care (20%), cultural competency and community engagement (15%), ability to provide services in Newark (15%), sustainability and financial viability (10%), and collaborative approach and partnerships (10%). Technical assistance workshops are scheduled for March 18th (6:00-8:00 pm via Zoom) and March 20th (9:30 am-1:00 pm at City Hall), where potential bidders can receive guidance on proposal preparation.
Eligible respondents include for-profit and non-profit organizations, neighborhood and cultural organizations, places of worship, and community-centered entities. Potential providers must have at least two years of experience working with domestic violence victims, a certified domestic violence employee on staff, and the ability to offer support services through group and individual sessions. Organizations must submit comprehensive documentation, including business registration certificates, insurance documentation, employee information reports, and various disclosure forms such as Counterterrorism Compliance Checklist, Non-Collusion Affidavit, and Disclosure of Investment Activities in Iran. While no specific budget range is explicitly stated, the procurement is part of the Community-Based Violence Intervention Program (CBVIPP) funding. The City reserves the right to reject any incomplete submissions and is not obligated to explain evaluation results or guarantee contract issuance. Respondents will not be reimbursed for preparation costs, and all Qualification Statements will become the property of the City.
