About this file

This document is an appendix containing required submission documentation for the City of Newark, New Jersey's Domestic Violence Services Qualification Statement process. Required services include crisis intervention, emergency response, survivor advocacy, case management, counseling, mental health services, medication administration, community outreach, and offender accountability interventions. Electronic submissions are due by April 3, 2025 at 10:15 am through the City's e-Procurement Portal, with technical assistance workshops scheduled for March 18th (6:00-8:00 pm via Zoom) and March 20th (9:30 am-1:00 pm at City Hall). The procurement is open to for-profit and non-profit organizations, neighborhood and cultural organizations, places of worship, and community-centered entities. Eligible respondents must demonstrate at least two years of experience working with domestic violence victims, maintain a certified domestic violence employee on staff, and provide support services through both group and individual sessions.

Respondents must submit comprehensive documentation including business registration certificates, insurance documentation, employee information reports, Counterterrorism Compliance Checklist, Non-Collusion Affidavit, and Disclosure of Investment Activities in Iran. Evaluation will assess demonstrated experience in domestic violence intervention (30%), capacity to provide integrated medical care (20%), cultural competency and community engagement (15%), ability to provide services in Newark (15%), sustainability and financial viability (10%), and collaborative approach and partnerships (10%). The procurement is funded through the Community-Based Violence Intervention Program (CBVIPP), though no specific budget range is stated. The City reserves the right to reject incomplete submissions, is not obligated to explain evaluation results, and does not guarantee contract issuance. Respondents will not be reimbursed for proposal preparation costs, and all submitted Qualification Statements become the property of the City upon submission.
