About this file
This is an Appendix document containing required submission documentation for the City of Newark, New Jersey's Domestic Violence Services Qualification Statement solicitation. The City of Newark, through its Office of Violence Prevention and Trauma Recovery, is seeking qualified service providers to deliver comprehensive domestic violence services including crisis intervention, emergency response, survivor advocacy, case management, counseling, mental health services, medication administration, community outreach, and offender accountability interventions for Program Year 2025. Electronic submissions are required through the City's e-Procurement Portal with a deadline of April 3, 2025 at 10:15 am, with technical assistance workshops scheduled for March 18 (6:00-8:00 pm via Zoom) and March 20 (9:30 am-1:00 pm at City Hall). Eligible respondents include for-profit and non-profit organizations, neighborhood and cultural organizations, places of worship, and community-centered entities. Prospective bidders must have at least two years of experience working with domestic violence victims, maintain a certified domestic violence employee on staff, and demonstrate the ability to provide integrated services through both group and individual sessions.
Required submission documents include business registration certificates, comprehensive insurance documentation, employee information reports, and various disclosure forms such as a Counterterrorism Compliance Checklist, Non-Collusion Affidavit, and Disclosure of Investment Activities in Iran. Evaluation will assess respondents across six weighted criteria: demonstrated experience in domestic violence intervention (30%), capacity to provide integrated medical care (20%), cultural competency and community engagement (15%), ability to provide services in Newark (15%), sustainability and financial viability (10%), and collaborative approach and partnerships (10%). No specific budget range is stated; however, funding derives from the Community-Based Violence Intervention Program (CBVIPP). The City reserves the right to reject incomplete submissions, is not obligated to explain evaluation results, and will not reimburse preparation costs. All submitted Qualification Statements become the property of the City of Newark.
