About this file

This is an Appendix document outlining required submission documents for the City of Newark, New Jersey's Domestic Violence Services Qualification Statement solicitation. The City is seeking qualification statements from service providers to establish a pool of vendors specializing in domestic violence prevention, intervention, support services, and medical care for Program Year 2025. Electronic submissions are due by April 3, 2025 at 10:15 am through the City's e-Procurement Portal, with submissions publicly opened and read aloud following the deadline. Technical assistance workshops are scheduled for March 18th (6:00-8:00 pm via Zoom) and March 20th (9:30 am-1:00 pm at City Hall) to guide potential bidders through the proposal preparation process. Eligible respondents include for-profit and non-profit organizations, neighborhood and cultural organizations, places of worship, and community-centered entities. Providers must demonstrate at least two years of experience working with domestic violence victims, maintain a certified domestic violence employee on staff, and offer support services through both group and individual sessions.

Respondents must submit comprehensive documentation including business registration certificates, insurance documentation, employee information reports, and various disclosure forms such as a Counterterrorism Compliance Checklist, Non-Collusion Affidavit, and Disclosure of Investment Activities in Iran. Evaluation will assess organizations across six criteria: demonstrated experience in domestic violence intervention (30% weight), capacity to provide integrated medical care (20%), cultural competency and community engagement (15%), ability to provide services in Newark (15%), sustainability and financial viability (10%), and collaborative approach and partnerships (10%). The procurement is funded through the Community-Based Violence Intervention Program (CBVIPP). The City reserves the right to reject incomplete submissions, is not obligated to explain evaluation results or guarantee contract issuance, will not reimburse respondents for preparation costs, and retains ownership of all submitted Qualification Statements.
