About this file
This is an introductory general information document related to the City of Newark, New Jersey's request for Qualification Statements for Domestic Violence Services under Program Year 2025. The City seeks to establish a pool of qualified service providers to deliver comprehensive domestic violence prevention, intervention, support services, and medical care. Required services encompass crisis intervention, emergency response, survivor advocacy, case management, counseling, mental health services, medication administration, community outreach, and offender accountability interventions. Electronic submissions are due by April 3, 2025 at 10:15 am through the City's e-Procurement Portal, with the deadline based on a countdown timer in the OpenGov system. The City emphasizes that submissions must be completed well in advance of the deadline, as no late submissions will be accepted regardless of whether the process has been initiated. Technical assistance workshops are available to potential bidders on March 18th (6:00-8:00 pm via Zoom) and March 20th (9:30 am-1:00 pm at City Hall) to provide guidance on proposal preparation.
Eligible respondents include for-profit and non-profit organizations, neighborhood and cultural organizations, places of worship, and community-centered entities. Prospective providers must demonstrate at least two years of experience working with domestic violence victims, maintain a certified domestic violence employee on staff, and possess the capacity to deliver support services through both group and individual sessions. Evaluation criteria are weighted across six areas: demonstrated experience in domestic violence intervention (30%), capacity to provide integrated medical care (20%), cultural competency and community engagement (15%), ability to provide services in Newark (15%), sustainability and financial viability (10%), and collaborative approach and partnerships (10%). Respondents must submit comprehensive documentation including business registration certificates, insurance documentation, employee information reports, Counterterrorism Compliance Checklists, Non-Collusion Affidavits, and Disclosure of Investment Activities in Iran. While no specific budget range is stated, funding derives from the Community-Based Violence Intervention Program (CBVIPP). The City reserves the right to reject incomplete submissions and is not obligated to explain evaluation results or guarantee contract issuance. Respondents will not be reimbursed for preparation costs, and all submitted Qualification Statements become the property of the City.
