About this opportunity
Collin County Community College District is requesting proposals for Property and Casualty Insurance, Crime Insurance, and Cyber Insurance under RFP FY2026-RFP-061, with proposals due August 31, 2026 at 3:00 p.m., and a questions deadline of July 24, 2026. Vendors may submit proposals for one, multiple, or all three coverage types. The District has explicitly terminated all previous agent-broker of record designations and will not compensate brokers or agents, ensuring full and open competition.
The scope comprises All Risks property coverage with a minimum limit of $500 million per occurrence protecting buildings, contents, and personal property across 11 campuses in McKinney, Plano, Frisco, Allen, Celina, Wylie, Farmersville, and Rockwall; Crime Insurance covering public employee dishonesty; and Cyber Liability with a claims-made format and a policy limit of $15 million. Current coverage includes business interruption at $24 million, equipment breakdown at $500 million, flood at $100 million annual aggregate, and deductibles ranging from $10,000 to $250,000 depending on coverage type. The District's property portfolio totals approximately $1.254 billion in combined location value, with planned capital projects adding over $228 million in new construction through December 2027.
The five-year contract term runs from November 1, 2026 through October 31, 2031. The District maintains AAA/Aaa credit ratings with projected FY 2027 revenues of $395.6 million and assets of $1.48 billion. Current loss history demonstrates minimal claims exposure: property claims totaling $1.061 million over four incidents (2023–2025, all water or temperature damage), zero crime claims over eleven policy periods since November 2014, and zero cyber claims under the current five-year cyber policy. A recent Canvas LMS incident in June 2026 exposed some student data; the District found no evidence of internal system compromise. Anticipated Board approval is October 27, 2026. Pricing shall remain firm throughout the initial five-year term, with percentage discounts consistent across the contract life. The District is tax-exempt and will not include taxes in pricing.
