About this file
This is a termination letter issued by Collin County Community College District regarding the status of agent-broker of record designations for an insurance procurement. Dated July 10, 2026, the letter serves as formal notice that Collin County has not assigned any markets or designated any agents or brokers of record for the competitive procurement of insurance policies under RFP No. FY2026-RFP-061 (also referenced as RFP No. 4005). The District is soliciting competitive proposals for Property and Casualty Insurance, Crime Insurance, and Cyber Insurance, with vendors permitted to submit proposals for one or all coverage types. The resulting contract will be a five-year term commencing November 1, 2026, and concluding October 31, 2031. Collin County emphasizes that all previously issued agent-broker of record letters are terminated and of no further effect.
To ensure full and open competition as required by law, Collin County explicitly requests that insurance carriers refrain from blocking or assigning any insurance markets identified in the RFP to any single agent or broker. This approach protects the District's procurement interests by preventing market exclusivity arrangements that could limit competitive options. Interested parties should direct inquiries to the Collin County Purchasing Department, specifically Kate Lynn Hamilton, at 972-758-3870 or katelynnhamilton@collin.edu. The letter is signed by Melissa Irby, Chief Financial Officer of Collin County Community College District.
