About this opportunity

The State of Utah Division of Facilities Construction and Management (DFCM) is requesting proposals for a Design-Build team to construct a single-story, 2,000-square-foot residential rambler at the Logan Fish Hatchery, with proposals due August 26, 2026, at 12:00 noon and a mandatory pre-bid meeting on August 3, 2026, at 11:00 AM at the site (1465 West 200 North, Logan, Utah).

The Design-Build budget is a maximum of $500,000, fixed with no additive alternates or escalation provisions. The scope comprises design and construction of a highly functional, low-maintenance three-bedroom residence with accessibility considerations for persons with ambulatory disabilities, supported by a geotechnical report specifying soil bearing capacity of 1,500 pounds per square foot, recommended spread footings at minimum 30 inches depth for frost conditions, and detailed resilient flooring, carpet, and asphalt shingle roofing specifications. The contractor must obtain permits from the Utah Division of Air Quality (fugitive dust plan) and Utah Department of Environmental Quality (SWPPP requirements) and coordinate utilities preparation to the site. Substantial completion is due by July 31, 2027, with liquidated damages at $200 per day for delays beyond that date.

Design-Build teams typically comprise a general contractor with subcontractors and a design firm with supporting consultants, though the project structure may vary. The contractor must submit Statement of Qualifications, Management Plan, Design Proposal, Cost Proposal, and Value Engineering Proposal via the U3P procurement portal. Any proposal exceeding the $500,000 budget must include value engineering options reducing total cost within budget, or the contractor will be deemed non-responsive. A 5 percent bid bond is required; failure to submit may result in disqualification. The selected contractor must execute the contract within 15 days of award and submit AIA Document A312-2010 Performance and Payment bonds for 100 percent of the contract sum. Cost proposals are valid for 45 days from submission.

Evaluation criteria total 120 points: Statement of Qualifications (15 points), Management Plan (15 points), Design Proposal (25 points), Cost Proposal (40 points), and Past Performance References (25 points). Questions are due August 12, 2026, at 3:00 PM; addenda are due August 19, 2026, at 3:00 PM. Selection committee review is scheduled for August 31, 2026, with interviews and final award to follow.

Contractors must certify compliance with DFCM debarment and termination requirements, health insurance coverage under Utah Code 26B-3-909 for eligible employees (applicable to Design Professionals on contracts valued at $2,000,000 or more; this project does not trigger that threshold), absence of forced labor products, and non-status as a restricted foreign entity. Design Professionals must carry minimum errors and omissions insurance of $2 million per claim with deductibles not exceeding $100,000.
