About this file
Summary
This is a specifications document prepared by the State of Utah Division of Facilities Construction and Management (DFCM) for the design-build construction of a single-story residential structure at the Logan Fish Hatchery property. The document establishes detailed technical requirements across three primary areas: resilient vinyl plank flooring (Section 096519), sheet carpeting (Section 096816), and asphalt shingle roofing (Section 073113). For flooring, the specifications call for Class III resilient vinyl planks measuring 6 by 36 inches with 0.120-inch thickness, installed using heat-welded seamless methods on properly prepared substrates with moisture content not exceeding 3 pounds of water per 1,000 square feet in 24 hours. Carpet specifications require 100 percent nylon 6,6 tufted broadloom in cut-pile construction, 12-foot roll width, installed via direct-glue-down method with water-resistant adhesives on substrates meeting ASTM F1869 and F2170 moisture standards. Roofing specifications require laminated-strip, glass-fiber-reinforced asphalt shingles meeting ASTM D3462 standards and Class F wind resistance per ASTM D3161, with self-adhering polymer-modified bitumen underlayment and metal flashing components fabricated according to SMACNA standards. All installations require qualified installers certified or approved by manufacturers, with environmental conditions maintained at specific temperature and humidity ranges during and after installation.
The project budget is capped at $500,000.00 for the 2,000-square-foot rambler construction. Warranty provisions span multiple years: asphalt shingles carry a 30-year prorated materials warranty with a nonprorated first five years, a 5-year wind-speed warranty, and a 5-year installer warranty; carpet and carpet cushion each include 10-year warranties from the date of Substantial Completion; and resilient flooring maintenance materials must be furnished at a rate of one box per every 50 boxes installed. The specifications require submission of product data, samples, shop drawings, and maintenance documentation prior to construction, with installations proceeding only after substrate examination, moisture testing, alkalinity verification, and written approval. Field conditions mandate temperature maintenance between 70 and 95 degrees Fahrenheit during installation and 48 hours before and after, with spaces closed to traffic during these periods. The contractor must provide protection of installed materials throughout the construction period and complete final cleaning and vacuuming immediately after installation completion.
