About this opportunity
Pinellas County, Florida is requesting qualifications from design-build teams for design and construction of a resilient, multi-source microgrid system at the Solid Waste Disposal Complex in St. Petersburg, with Statements of Qualifications due September 29, 2026 at 3:00 PM Eastern Time under RFQ 26-0734-RFQ-DB. The microgrid will integrate power from the existing Waste-to-Energy facility, a new floating solar array, and electric utility services to serve county facilities and enhance operational reliability and sustainability.
Proposers must be registered with the Florida Division of Corporations, comply with E-Verify requirements, and maintain current professional licenses and certifications as applicable. No set-aside or mandatory preference program restricts eligibility, though the evaluation criteria include minority business status (2.5 points) and Pinellas County Small Business Enterprise certification status (10 points) as scoring factors.
The work is divided into two phases: Phase 1 (design services estimated at 274–365 days) encompasses program verification, schematic design, design development, 50% construction documents, and lump sum price proposal; Phase 2 (construction estimated at 390–480 days) includes 100% construction documents, permitting, and full construction. The Design Builder must commence Phase 1 within five calendar days of written Notice to Proceed. Phase 1 compensation is a fixed lump sum; Phase 2 lump sum pricing is to be negotiated within 45 days after 50% construction-document completion, with profit markup not exceeding 5%. Performance and Payment Bonds of 100% Phase 2 contract amount and comprehensive insurance coverage (workers' compensation, commercial general liability, auto liability, excess/umbrella, professional liability, pollution legal liability, and builders' risk) with limits from $1 million to $4 million are required, maintained through two years post-final acceptance.
Evaluation uses a 200-point scale: firm ability and qualifications (42.5 points), experience with similar projects and past performance (37.5 points), volume of prior County work (5 points), minority business status (2.5 points), SBE certification status (10 points), and office location (2.5 points). Written questions are due September 21, 2026 at 3:00 PM. A non-mandatory site visit is scheduled September 15, 2026 at 9:00 AM at 3095 114th Avenue North, St. Petersburg. Submittals may not be withdrawn for 120 days after opening. Contact: Pamela Ulrich, Lead Procurement Analyst, plulrich@pinellas.gov.
