About this opportunity
The Los Angeles County Metropolitan Transportation Authority is requesting bids on systemwide corrosion control equipment replacement through IFB No. OP138382(2), with bids due October 1, 2026 at 10:00 a.m., and a mandatory worksite visit on September 2, 2026 requiring RSVP by August 28.
The scope encompasses removal of existing cathodic protection equipment, installation of new components, and testing across Metro Lines A, B/D, C, E, and K at passenger stations, yards, and maintenance facilities throughout Los Angeles County. Work includes magnesium anode installation (48-pound ingots), test stations, reference electrodes, electrical isolation systems, and fire-pit insulation at specified locations. All construction must comply with National Association of Corrosion Engineers (NACE) standards and California Cal/OSHA requirements. The contractor must engage a NACE/AMPP Certified Cathodic Protection Specialist for field commissioning and testing and comply with NFPA 70E electrical safety standards. Work is classified as safety-sensitive under FTA regulations, requiring FTA-compliant drug and alcohol policies, MRO-verified pre-employment testing, and DOT background checks for covered employees.
Minimum qualifications include a C-10 California Electrical Contractors License; five years of corrosion control system design, installation, testing, and commissioning experience; a principal engineer holding a California Professional Electrical Engineer License; and both AMPP CP3 and CP4 certifications for the corrosion control contractor or specialist. Pre-qualification is required for all firms regardless of contract amount.
The contract is structured on a firm fixed-price basis for a two-year base period with no options and is subject to fiscal year funding. Payment is milestone-based over 456 calendar days from Notice to Proceed, with deliverables spanning project start-up, equipment procurement, line-specific installations (A, B/D, C, E), as-builts, and closeout. Liquidated damages are assessed at $1,962 per calendar day per missed milestone, capped at 14 days per milestone. A bid guarantee of 10 percent of total bid price is required; the successful bidder must provide Performance and Payment Bonds at 100 percent of contract price within 10 days of award.
The project is funded with state and local funds and is subject to California prevailing wage requirements. Bidders and subcontractors must be registered with the California Department of Industrial Relations before bid submission. No SBE/DVBE subcontracting goal was established; however, bidders are expected to afford maximum opportunities to SBE/DVBE firms if subcontracting is identified. Written questions are due September 8, 2026; responses will be posted September 15. A virtual pre-bid conference is scheduled for August 27 at 10:00 a.m. Award will be made to the lowest-priced responsive and responsible bidder.
