About this file
This Exhibit A is a Statement of Work (SOW) for the Los Angeles County Metropolitan Transportation Authority (LACMTA) regarding systemwide corrosion control equipment replacement across the Metro rail system. The project involves upgrading existing cathodic protection systems at multiple locations across Metro Lines A, B, C, D, E, and K, including passenger stations, yards, and related facilities throughout Los Angeles County. The scope of work includes furnishing and installing new anodes, test stations, and replacement cathodic protection equipment; removing existing depleted equipment; installing new electrical isolation systems; and performing comprehensive system testing to ensure proper installation and adequate corrosion protection. Work locations span from Division 21 Yard in Los Angeles to Division 11 Yard in Long Beach, with passenger station upgrades at numerous locations including North Hollywood Station, Hollywood/Highland Station, Union Square Station, Norwalk Station, Lakewood Station, and others. The contractor must coordinate all work with Metro's Rail and Facilities Maintenance staff without interrupting existing revenue train operations and comply with all submittals, shop drawings, testing procedures, and as-built documentation requirements within 30 days of equipment placement in service.
The project is classified as safety-sensitive work requiring FTA-compliant drug and alcohol policies, MRO-verified pre-employment drug testing, and DOT background checks for all covered employees. The contractor must engage a NACE/AMPP Certified Cathodic Protection Specialist for all field commissioning and system testing and must comply with NFPA 70E electrical safety standards, recognizing that work in the operating railroad environment may involve hazardous DC voltage exposures exceeding 50 volts. The contractor bears responsibility for all labor, materials, equipment, permits, and coordination with third parties including LADWP, local jurisdictions, and other contractors. Metro will perform pre-construction work including coordination with elevator replacement contractors and provide access based on a mutually agreed schedule. The contract requires the contractor to furnish spare parts, operation and maintenance manuals, special test equipment, and training for ongoing maintenance and monitoring of the upgraded corrosion control systems.

D. Section 33 00 00: Piped Utilities
1.03 DESCRIPTION AND BACKGROUND:
A. The LACMTA system Passenger A, B, C, D and E Lines have corrosion control measures in place to mitigate external side corrosion of buried metallic structures such as pipelines and elevator steel cylinder casings. Corrosion control in the form of cathodic protection was installed during the original construction of each subgrade passenger station and TPSS with buried firewater/water piping. Many upgrades to these corrosion control systems are necessary to extend the service life of the structures intended for external side corrosion protection.
B. The principal elements include the Contract Specifications & Drawings and reference drawings that include details on the required upgrades.
C. The Los Angeles County Metropolitan Transportation Authority (referred hereafter as Metro) is seeking a General Contractor Company, referred hereinafter as the Contractor, to provide all services and materials delineated in the specification and drawings.
D. The Contractor shall provide services for the materials supply, installation, and subsequent testing associated with the following items:
7.23.26
LACMTA SYSTEMWIDE 01 10 00 – 2 SUMMARY OF WORK
EQUIPMENT REPLACEMENT JULY 2026
1. Upgrading existing cathodic protection systems by installing new anodes, new test stations and replacing any existing cathodic protection equipment as shown in the drawings.
2. Removal of existing equipment to be replaced shall be performed for test stations and terminal boards as shown in the drawings. Removal or abandonment of existing depleted anodes shall be at the discretion of the Contractor except in the case of the elevator casing anodes which are to be removed prior to replacement.
3. Install new electrical isolation at the noted locations and testing to confirm adequate electrical isolation on piping in vaults. Testing of the remaining electrical isolation within the vaults shall be completed to confirm adequate working conditions or any changes in condition in electrical isolation status.
4. Perform system testing for all components to ensure proper installation and adequate corrosion control for the protected structures. All field commissioning shall be conducted or under the supervision of a Cathodic Protection Specialist once replacements are completed. Cathodic Protection Specialist shall be NACE/AMPP Certified.
E. The replacement components of the corrosion control systems shall comply with these principal elements and shall improve upon the existing equipment installed.
F. Corrosion control system upgrades shall be in strict coordination with Metro's Rail and Facilities Maintenance staff and shall not interrupt the existing revenue train(s) operations. All work shall be performed in a workman like manner and to the highest professional standards using the highest qualified and professional work force.
G. The existing corrosion control equipment are located in Metro Passenger Line underground stations, Related Yards and at aboveground locations in public areas.
H. Existing Metro Stations listed in Section 1.04.A may require additional corrosion protection at their critical infrastructure equipment; such as elevators, escalators, or metal roof canopies. The Contractor will install new test wells to monitor these components. This work is being defined as Additional Corrosion Protection Equipment Installations. These additional test wells will be installed similar to existing Metro Corrosion Protection equipment. Metro will work closely with the contactor to identify each location.
