About this opportunity

The State of Utah Division of Purchasing is requesting proposals for construction management services under RFP SB26-6, with proposals due August 20, 2026. This RFP may result in multiple awards to vendors meeting all mandatory minimum requirements and scoring thresholds. No set-asides or local-vendor preferences apply.

The scope covers construction project management services including site due diligence, design support, procurement planning, construction surveillance, program management, and administrative services across the planning, design, and construction phases. The contract explicitly prohibits physical construction work. Services are provided on a cooperative purchasing basis for eligible users including state departments, political subdivisions (school districts, counties, cities, colleges), nonprofit organizations, federal agencies, and other authorized entities. Historical usage data from 2020–2025 shows $6.47 million in total purchases, with K–12 schools accounting for 55.5 percent of usage, followed by cities (19 percent), service districts (17 percent), counties (6 percent), and state agencies (3.5 percent). All personnel must hold appropriate licenses and certifications.

The contract term is five years with pricing guaranteed for one year. Contractors must submit quarterly utilization reports, and the State of Utah will assess an administrative fee of 0.75 percent of net purchases. Travel reimbursement is limited to onsite time; mileage is chargeable only for job locations exceeding 90 miles from the contractor's closest office, and meals are reimbursable only when lodging is required.

Evaluation allocates 700 points to technical criteria and 300 points to cost. Vendors must score at least 455 of 700 technical points (65 percent) to proceed to cost evaluation and must achieve a combined total of at least 650 of 1,000 points to be awarded a contract. Cost points are calculated using a formula whereby the lowest-priced proposal receives 100 percent of available cost points, with all other proposals receiving proportional points. Seven labor categories require hourly rates: Program Manager, Project Manager, Design Review Professional, Construction Inspector/Site Surveillance, Architectural and Engineering Professional, Cost Control/Change Order Specialist, and Administrative/Project Closeout Support.
