About this file

This is a Request for Proposal (RFP) evaluation scoresheet for Construction Project Management services issued by the State of Utah Division of Purchasing under Solicitation Number SB26-6. The RFP seeks to contract with one or more firms to provide construction management services, with the contract term extending five years. The evaluation process requires vendors to first meet all mandatory minimum requirements, including submission of a completed cost sheet (Attachment C) and technical criteria responses (Attachment D), before proceeding to technical and cost evaluations. Technical evaluation criteria encompass fourteen scoreable categories across four phases: permitting and approval strategy, project management methodology, program oversight, and communication and reporting (Phase A); design phase collaboration, sustainability and efficiency measures, and value engineering (Phase B); site surveillance, budget and change management, compliance and safety, and system commissioning (Phase C); and regulatory expertise, agency-specific requirements, and closeout execution (Phase D).

The evaluation scoresheet allocates 700 points to technical criteria (70 percent of total score) and 300 points to cost (30 percent of total score), with vendors required to score a minimum of 455 points (65 percent) in the technical evaluation to advance to cost evaluation. Final contract awards require a minimum total score of 650 of 1,000 possible points. Cost points will be calculated using a formula whereby the lowest-priced proposal receives 100 percent of available cost points, with all other proposals receiving proportional points based on their price relative to the lowest bid. The State of Utah will assess an administrative fee of 0.75 percent, and vendors must guarantee pricing for one year from proposal submission.
