About this file
This is a cost evaluation attachment for a Construction Project Management Services solicitation (SB26-6) issued by the State of Utah Division of Purchasing. The RFP seeks to contract for construction management services with a contract term of five years. The solicitation may result in multiple awards. Vendors must complete the cost sheet by providing hourly rates for seven labor categories: Program Manager (Consultant Management), Project Manager (Specific Tasks), Design Review Professional, Construction Inspector/Site Surveillance, Architectural and Engineering Professional, Cost Control/Change Order Specialist, and Administrative/Project Closeout Support. All hourly rates must be filled in for a proposal to be eligible for evaluation. The cost sheet also provides optional sections for vendors to identify additional fees, value-added services, and minimum discounts offered for various service categories.
Cost evaluation is based on a competitive scoring methodology where the vendor with the lowest proposed price receives 100 percent of the 300 available cost points, and all other vendors receive a proportional share calculated using the formula: Cost Points × (Lowest Proposed Price/Proposed Price). Vendors must achieve a minimum technical evaluation score of 455 points out of 700 available points (65 percent) to proceed to cost evaluation. To be awarded a contract, vendors must receive a combined total of at least 650 points out of 1,000 available total points (technical and cost combined). An administrative fee of 0.75 percent applies. Vendors must guarantee pricing for one year.
