About this file
This is a Technical Criteria Attachment document for a Construction Project Management Request for Proposal issued by the State of Utah Division of Purchasing, which may result in multiple contract awards. The solicitation seeks qualified consultants to provide construction management services supporting the state's procurement framework. The contract term is five years with pricing guaranteed for one year. Vendors must meet all mandatory minimum requirements to advance to technical evaluation, score at least 455 of 700 available points (65 percent) to proceed to cost evaluation, and achieve a combined score of at least 650 of 1,000 total points (technical plus cost) to be awarded a contract. The technical evaluation comprises four sections totaling 700 points: Project & Program Management Experience (200 points), Design Phase & Technical Oversight (150 points), Construction & Quality Control (200 points), and Procurement & Regulatory Knowledge (150 points), with 14 evaluation questions worth 50 points each.
The RFP evaluation methodology prioritizes demonstrated expertise in permitting and regulatory compliance, project management methodologies, multi-delivery oversight, design collaboration, sustainability implementation, value engineering, site surveillance, budget and change management, safety compliance, system commissioning, Utah Procurement Code 63G-6a expertise, agency-specific requirements for Local Education Agencies, and project closeout procedures. An administrative fee of 0.75 percent will be applied to contract payments. The evaluation committee will score consultant responses using average scores across evaluators for each section, with clear formatting required for proposal submissions. Promotional materials, unsolicited information, internet links, and pricing information are prohibited from technical responses. All proposals will be evaluated equally regardless of prior State of Utah contract history.

Technical Criteria Attachment D
Construction Project Management Solicitation # SB26-6
PURPOSE OF THIS DOCUMENT: The purpose of this document is to assign a “Technical Score” to a consultant’s proposal. This is done by an evaluation of the Consultant’s responses to the questions in this document. If a consultant fails to meet the minimum point threshold for their technical score, they will not move on to the next phase of the RFP.
Evaluation PROCESS: An evaluation committee will evaluate each response by the Consultant, assigning a score to each section of questions. The average score of all evaluators will be used to determine the Consultant’s technical score for each section.
Possible technical evaluation points: 700 Minimum technical evaluation points to advance to the cost evaluation stage: 455
CONSULTANT INSTRUCTIONS:
1) Consultants must provide clear and concise responses to the questions below. The Consultant should provide responses in a format where each response clearly indicates the question # and its respective response. Failure to use this format may result in a lower score if the evaluation committee is not able to easily evaluate the information provided.
2) Information such as promotional material, executive summaries, etc. should not be included unless specifically asked for. Unsolicited information will not be considered nor evaluated. Internet links will also not be accepted unless they are specifically asked for.
3) Do not include any pricing information in any response to these questions.
4) Consultants who currently have or have had a State of Utah contract should not assume any preferential treatment. All proposals will be evaluated equally.
