About this opportunity
The Savannah-Chatham County Public School System (SCCPSS) is soliciting sealed proposals for Construction Manager at Risk (CMR) services for the West Chatham Schools Project under RFP C27-01, with proposals due July 23, 2026 and an optional pre-proposal conference on July 7, 2026 at 10:00 a.m. at West Chatham Elementary School.
The project comprises a new K-8 school (approximately 200,000 square feet, 1,600 FTE), a new high school (approximately 300,000 square feet, 1,600 FTE), and athletic facilities with 4,000-person seating, plus associated parking, drives, playgrounds, landscaping, and site utilities at 820 Pine Barren Road, Pooler, Georgia. The architect is Hussey Gay Bell DeYoung International. The contract is structured as AIA Document A133-2019 (Agreement Between Owner and Construction Manager as Constructor), revised by the District.
The estimated initial Stated Cost Limitation is $186,951,000. The CMR's compensation consists of a preconstruction phase lump-sum fee (amount to be determined) plus a percentage-based fee on the Cost of Work during construction, with general conditions costs proposed as a lump sum and established through a Guaranteed Maximum Price (GMP) Amendment. Cost savings below the GMP are split 50-50 between the owner and construction manager. Liquidated damages are $1,000 per calendar day for failure to meet substantial completion dates.
Minimum qualifications require a Georgia general contractor license, sufficient bonding capacity, financial stability, and past experience on similar projects within the preceding 15 years. Offerors must comply with federal E-Verify work authorization requirements (O.C.G.A. 13-10-91) and provide performance and payment bonds equal to 100% of the authorized contract amount, with surety companies holding Best rating of A- or better or listing on the U.S. Treasury roster of approved sureties. Required insurance includes workers' compensation, commercial general liability ($4,000,000 per project aggregate / $1,000,000 per occurrence), commercial business automobile ($1,000,000 combined single limits), commercial umbrella liability ($3,000,000 per occurrence / $6,000,000 to $12,000,000 aggregate), and builders risk equal to 100% of contract sum. Bid security of at least 5% of the total contract amount is required. Proposals must remain valid for 90 days after closing. The anticipated award date is October 7, 2026, with K-8 school completion targeted for May 2029, high school completion for May 2032, and athletic facilities completion for April 2032.
Opportunity text
The intent of these specifications is to solicit formal sealed proposals from firms qualified to provide Construction Management at Risk (CMR) Services for the (ESPLOST) RFP C27-01 for Construction Manager at Risk ("CMR") Services for West Chatham Schools Project located at 820 Pine Barren Road, Pooler, GA 31322. The firm selected through this RFP will enter into a contract with the District in a Construction Management at Risk Agreement with an estimated initial Stated Cost Limitation of One Hundred Eighty Six Million Nine Hundred Fifty-One Thousand Dollars ($186,951,000). For the purposes of initial valuation criteria, the Construction Manager shall propose its fee percentage based off the stated cost limitation of One Hundred Eighty Six Million Nine Hundred Fifty-One Thousand Dollars ($186,951,000). In subsequent rounds of evaluation, the District will request a more-specific fee proposal through which it will ask the Construction Manager to demonstrate how it plans to control its general conditions costs and overhead. The District expects the final contract price to be based on a percentage fee for the Cost of Work (exclusive of Contractor's general condition costs and overhead) plus a lump sum amount of Contractor's general condition costs through a GMP Amendment. If acceptable to the Owner, the CMR will be issued a GMP change Order setting the GMP and authorizing the CMR to proceed to construct the project. The Contract used for this project will be the AIA Document A133 - 2019 Agreement Between Owner and Construction Manager as Constructor, as revised by the District and advertised with this Solicitation or subsequent amendment.
