About this opportunity
The Connecticut State Colleges and Universities (CSCU) system is soliciting proposals for a comprehensive, cloud-based housing management software solution through RFP 26-1349308. The CSCU system encompasses the Board of Regents for Higher Education, Connecticut State Universities, Charter Oak State College, and twelve two-year community colleges across 17 campuses statewide serving approximately 75,000 students. The procured solution must be a cloud-hosted, scalable, and secure platform capable of managing student housing operations across four-year universities, an online college, and community colleges, with functionality including residence life management, occupancy tracking, maintenance coordination, and related administrative functions. Vendors must demonstrate compliance with functional and technical requirements, service support and maintenance capabilities, and cost competitiveness, with evaluation prioritizing best value based on functional requirements compliance, technical specifications adherence, support capabilities, and pricing. Submission deadline is February 12, 2026, at 1:00 p.m. EST via Webex, with written questions and clarifications required by January 27, 2026, at 3:00 p.m. EST and answers posted by February 5, 2026. Vendors must maintain substantial insurance coverage including $2,000,000 combined single limit liability, statutory workers' compensation, $5,000,000 technology errors and omissions/professional liability insurance, and $5,000,000 cyber liability insurance. Payment terms are established at Net 45 Days following delivery, and all pricing must remain firm for the entire contract term unless mutually agreed upon through written amendment.
The RFP contains no specific set-aside designations restricting competition, and all vendors are eligible to respond. No incumbent vendor is identified in the available solicitation materials. The contract is subject to Connecticut General Statutes requirements, FERPA compliance, campaign contribution restrictions for contracts valued at $50,000 or more, nondiscrimination requirements, and state ethics and security mandates including SOC 1 and SOC 2 reporting and annual security audits. All proposals become property of the State of Connecticut and are subject to Freedom of Information Act disclosure. The estimated total contract value has not been publicly disclosed. CSCU reserves the right to award contracts to multiple vendors and to select proposals offering the best value, with cost serving as an important but not sole determining factor in the evaluation process. Interested vendors should direct inquiries to Amy Horn at CT State Colleges & Universities, 61 Woodland Street, Hartford, CT 06105, via telephone at 860-723-0169 or email at amy.horn@ct.edu.
