About this opportunity

Palm Beach County is requesting proposals for Construction Engineering Inspection (CEI) Continuing Professional Services under Project Number 2026053, with proposals due September 1, 2026 at 4:00 p.m., and a non-mandatory pre-proposal meeting on August 13, 2026 at 3:30 p.m. The County seeks to retain two certified professional firms on a Consultant Service Authorization (CSA) basis with no guaranteed minimum work assignments. A mandatory 15% minimum Small Business Enterprise (SBE) participation requirement and SBE evaluation preference apply.

Proposers must be FDOT Prequalified in Category 10.1 (Roadway Construction Engineering Inspection) and registered in the County's Vendor Self Service (VSS) system. The scope encompasses inspections, documentation of construction activities, progress meetings, stakeholder coordination, FDOT Local Agency Program (LAP) approval coordination, bidding assistance, and constructability reviews. All services must comply with Florida Department of Transportation standards, the Florida Green Book, AASHTO standards, and Palm Beach County Roadway Design Procedures.

The contract term is thirty-six months from the date of County approval. Compensation is determined through negotiated personnel rates and draft fees submitted within two weeks of the selection committee meeting, with complete negotiations expected within two months of selection. A contract multiplier will be applied to salary costs for principals and employees, plus reimbursable expenses. Project funding is to be determined for each individual CSA.

The selected consultant must maintain Commercial General Liability insurance at $500,000 combined single limit and Professional Liability insurance at $1,000,000 per occurrence / $2,000,000 aggregate. Proposals must include GSA Form SF-330, completed Prime and Sub-Consultant Qualification Questionnaires, SBE certificates, OSBD Schedules 1 and 2, Commercial Non-Discrimination Certifications, and Conflict of Interest Disclosure Forms. The shortlist committee meeting is tentatively scheduled for October 22, 2026, with the final selection committee meeting on November 18, 2026. Contract award is anticipated within ten months from the selection committee meeting.
