Interested firms must submit RFIs to ENG-RoadwayBids@PBC.GOV with the specified subject line to ensure proper routing. The County seeks proposals due September 1, 2026 at 4:00 p.m., with a non-mandatory pre-proposal meeting scheduled for August 13, 2026 at 3:30 p.m. The scope encompasses construction inspection services, documentation of construction activities, progress meetings, stakeholder coordination, FDOT Local Agency Program approval coordination, bidding assistance, and constructability reviews. The contract term is thirty-six months from the date of County approval. The shortlist committee meeting is tentatively scheduled for October 22, 2026, with the final selection committee meeting on November 18, 2026, and contract award anticipated within ten months from the selection committee meeting.
Two certified professional firms will be retained on a Consultant Service Authorization (CSA) basis with no guaranteed minimum work assignments. A mandatory 15% minimum Small Business Enterprise (SBE) participation requirement applies with SBE evaluation preference. Proposers must be FDOT Prequalified in Category 10.1 (Roadway Construction Engineering Inspection) and registered in the County's Vendor Self Service (VSS) system. Compensation is determined through negotiated personnel rates and draft fees submitted within two weeks of the selection committee meeting, with a contract multiplier applied to salary costs for principals and employees, plus reimbursable expenses. Project funding will be determined for each individual CSA. Selected consultants must maintain Commercial General Liability insurance at $500,000 combined single limit and Professional Liability insurance at $1,000,000 per occurrence / $2,000,000 aggregate. All services must comply with Florida Department of Transportation standards, the Florida Green Book, AASHTO standards, and Palm Beach County Roadway Design Procedures.
