About this opportunity
The Colorado Department of Public Safety is requesting sealed bids on an HVAC and lighting upgrade project at the Criminal Behavior Institute facility in Grand Junction, with bids due October 22, 2026 at 9:00 a.m., a mandatory pre-bid conference on October 12, 2026 at 11:00 a.m., and a public bid opening on October 22 at 2:00 p.m.
The project is estimated at $3,138,526 and spans approximately 35 months, with anticipated construction start November 18, 2026 and completion September 1, 2028. The scope includes replacement of HVAC units and comprehensive lighting system upgrades with energy-efficient LED fixtures and controls. Either an electrical contractor, HVAC contractor, or general contractor may serve as the lead contractor. The work is subject to Colorado prevailing wage requirements (Davis-Bacon Act rates effective January 2, 2026, modified May 18, 2026) and the Buy Clean Colorado Act requiring Environmental Product Declarations for eligible materials. Apprenticeship utilization certification is mandatory — all mechanical, sheet metal, fire suppression, sprinkler fitting, electrical, and plumbing subcontractors must participate in registered apprenticeship programs with a proven record of graduating at least 15 percent of apprentices for three of the past five years. At least 80 percent of work must be performed by Colorado labor. No federal funds are involved.
Bidders must meet minimum qualifications: five years in the same business under the same name, demonstrated experience on at least two projects exceeding $3 million each, and bonding capability up to $5 million. A bid bond of not less than 5 percent of the total bid is required, along with performance and labor and material payment bonds of not less than 50 percent of contract value. Questions are due October 14, 2026, with final addenda anticipated October 16. Award intent notification is anticipated October 27, 2026, with contract approval expected November 11. The facility currently operates with Trane HVAC controls; the Alerton Building Automation System specified in project drawings cannot be substituted. No bid alternates are permitted. HVAC equipment and controls carry one-year contractor installation warranty plus applicable manufacturer warranties and are subject to a five-year correction period.
