Summary: Answers to Questions - IFB REAA 2027-05

This document contains official answers to bidder inquiries regarding an Invitation for Bid (IFB) issued by the Colorado Department of Public Safety, Division of Criminal Justice (Colorado Bureau of Investigation) for the CBI GJ HVAC/Lighting Upgrade Project located in Mesa County, Colorado. The project involves replacement of HVAC equipment and lighting systems at a state building currently equipped with Trane HVAC controls. The work is structured as a single continuous contract with an anticipated completion date of September 1, 2029, representing approximately a 35-month project duration. Either an electrical contractor, HVAC contractor, or general contractor may serve as the lead contractor. The project scope includes HVAC equipment ordering followed by lighting installation during the equipment lead time, with roof penetrations to be performed by a contractor selected by the awarded contractor. The building currently contains a fire sprinkler system, and existing roof vibration isolation curbs are 18 inches in height.

The project is subject to prevailing wage requirements under the Davis-Bacon Act, with wage rates established by General Decision Number CO20260025, effective January 2, 2026 (Modification 1, May 18, 2026). Classification-specific rates apply, including electrician ($25.63/hour), sheet metal worker—HVAC duct and unit installation ($43.05/hour), pipefitter—HVAC pipe installation ($24.26/hour), carpenter ($20.53/hour), and common laborer ($13.25/hour), each with applicable fringe benefits. The estimated project cost is $3,138,526.00. The awarded contractor is responsible for hazardous materials abatement if asbestos or lead is found, while the owner is responsible for third-party environmental testing. HVAC equipment and controls carry both a one-year contractor installation warranty and applicable manufacturer warranties, with contractors also subject to a five-year correction period. General condition costs should reflect the full 36-month on-site duration, and retention will not be released in phases but rather upon final project completion. No bid alternates are permitted, and the Alerton BAS specified in the drawings cannot be substituted with alternative systems such as Honeywell Niagara controls.

Project Title: CBI GJ HVAC/Lighting Upgrade Project

1. The drawings for this project callout an Alerton BAS. Would an alternate option for Honeywell Niagara controls be considered?

A Honeywell Niagara BAS would provide the Colorado Bureau of Investigation with a system that is nonproprietary and open protocol. This system can be serviced, expanded, and modified by several different licensed contractors in the state as opposed to something that is proprietary and can only be serviced by a single/limited number of contractors.

Answer: No alternates are permitted.

2. Please confirm if this job is prevailing wage. If it is, please provide the wages.

Answer: Project is prevailing wage.

3. Are lead and asbestos reports available? If asbestos/lead is found or currently present, who is responsible for abatement?

Answer: No reports. Awarded contractor is responsible for abatement if present.

4. Will the GC or owner be responsible for third party testing?

Answer: Owner is responsible for any hazardous materials. Awarded contractor is responsible for any testing such as air flows, balancing and other items that are directly involved as part of equipment replacement.

5. At the job walk it was mentioned that you would prefer GCs to bid and not electrical/HVAC contractors directly. Please confirm if this is still the case.

Answer: Project will have one contract. An Electrical or HVAC company can be the lead contractor for this project, it does not have to be a general contractor per se.

6. At the job walk it was mentioned you want to do HVAC first, then lighting. Please confirm if this is accurate.

Answer: HVAC equipment to be ordered and then lighting installation during lead time.

7. Was this project bid previously and that is why there are already questions and answers?

Answer: Yes.

Procurement Department cdps_edo_bids@state.co.us

IFB # REAA 2027-0005

mailto:cdps_edo_bids@state.co.us

8. Who is currently in the building for the HVAC controls?

Answer: Trane.

9. In terms of roof penetrations, do you have a roofing contractor you would prefer for us to use in order to maintain warranty? If so, who is it and what is their contact information?

Answer: No warranty on roof. Awarded contractor to determine.

10. What are the heights of the existing curbs on the roof?

Answer: Exiting Vibration isolation curbs are 18” curbs. Exact curb height varies slightly due to roof slope.

11. Does this building currently have a fire sprinkler system?

Answer: Yes.

12. The anticipated completion date of September 1, 2029 implies an approximately 35-month construction duration. Since the completion date is 2029, does the Owner intend to complete this project in multiple phases? If so, is there a specific part of the project that needs to be completed first, and can a phasing plan or sequence be provided?

Answer: This is not considered a phased project, but a continuous one. If the awarded contractor can complete all work earlier we can close it out sooner.

13. Does this project include any formally numbered bid alternates? If so, please provide the Bid Alternates Form. If not, please confirm that no numbered alternates apply to this solicitation.

Answer: No alternates.

14. Is a technical narrative, staffing plan, or other written management submission required in addition to the price and bid forms?

Answer: No.

15. Given the Estimated Project Cost of $3,138,526.00 stated in the Project Manual, please confirm these checkboxes are unfilled template defaults and that prevailing wage, Buy Clean Colorado Act reporting, and the standard dispute-resolution process (Facilitated Negotiation) all apply to the executed agreement for this project.

Answer: The project manual is an example and will be completed at time of award.

16. Are any specific safety training certifications required for the Contractor's designated accident-prevention representative or field crew, or is a formal site-specific safety plan required to be submitted with or after award?

Answer: No.

17. Please clarify which warranty period governs the BAS/controls scope — the five-year contractor correction period, the one-year manufacturer warranty, or both running concurrently for different obligations.

Answer: Both.

18. Are the contractors’ general conditions’ costs expected to reflect the full three years (36 months) on site? If not, please advise how many total months and in what increments and durations we are to base our general condition costs on.

Answer: Yes.

19. With this project going in phases over a 3-year period, will retention be released yearly after each phase?

Answer: No.

20. Per conversations on the job walk, this project is going to be done in phases over a 3-year period. As of the job walk there was no phasing plan. What is the design intent for the phasing of this project?

Answer: This is not considered a phased project, but a continuous one. If the awarded contractor can complete all work earlier we can close it out sooner.

21. Per conversation on the job walk this project is going to be done in phases over a 3-year period.

What is the intent for warranty of the HVAC equipment?

Answer: One year warranty for installation from awarded contractor & applicable manufacturer’s warranty.

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.

Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at https://www.dol.gov/agencies/whd/government-contracts.

Note: Executive Order 13658 generally applies to contracts subject to the Davis-Bacon Act that were awarded on or between January 1, 2015 and January 29, 2022, and that have not been renewed or extended on or after January 30, 2022. Executive Order 13658 does not apply to contracts subject only to the Davis-Bacon Related Acts regardless of when they were awarded. If a contract is subject to Executive Order 13658, the contractor must pay all covered workers at least $13.65 per hour (or the applicable wage rate listed on this wage determination, if it is higher) for all hours spent performing on the contract from May 11, 2026, through December 31, 2026. The applicable Executive Order minimum wage rate will be adjusted annually.

Additional information on contractor requirements and worker protections under Executive Order 13658 is available at www.dol.gov/whd/govcontracts.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (iii)).

The body of each wage determination lists the classifications and wage rates that have been found to be prevailing for the https://sam.gov/wage-determination/CO20260025/1 2/5 type(s) of construction and geographic area covered by the wage determination. The classifications are listed in alphabetical order under rate identifiers indicating whether the particular rate is a union rate (current union negotiated rate), a survey rate, a weighted union average rate, a state adopted rate, or a supplemental classification rate.

Union Rate Identifiers

A four-letter identifier beginning with characters other than SU, UAVG, SA, or SC denotes that a union rate was prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2024. PLUM is an identifier of the union whose collectively bargained rate prevailed in the survey for this classification, which in this example would be Plumbers.

0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. The date, 07/01/2024 in the example, is the effective date of the most current negotiated rate.

Union prevailing wage rates are updated to reflect all changes over time that are reported to WHD in the rates in the collective bargaining agreement (CBA) governing the classification.

Union Average Rate Identifiers

The UAVG identifier indicates that no single rate prevailed for those classifications, but that 100% of the data reported for the classifications reflected union rates. EXAMPLE:

UAVG-OH-0010 01/01/2024. UAVG indicates that the rate is a weighted union average rate. OH indicates the State of Ohio.

The next number, 0010 in the example, is an internal number used in producing the wage determination. The date, 01/01/2024 in the example, indicates the date the wage determination was updated to reflect the most current union average rate.

A UAVG rate will be updated once a year, usually in January, to reflect a weighted average of the current rates in the collective bargaining agreements on which the rate is based.

Survey Rate Identifiers

The SU identifier indicates that either a single non-union rate prevailed (as defined in 29 CFR 1.2) for this classification in the survey or that the rate was derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As a weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SUFL2022-007 6/27/2024. SU indicates the rate is a single non-union prevailing rate or a weighted average of survey data for that classification. FL indicates the State of Florida. 2022 is the year of the survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. The date, 6/27/2024 in the example, indicates the survey completion date for the classifications and rates under that identifier.

SU wage rates typically remain in effect until a new survey is conducted. However, the Wage and Hour Division (WHD) has the discretion to update such rates under 29 CFR 1.6(c)(1).

https://sam.gov/wage-determination/CO20260025/1 3/5

State Adopted Rate Identifiers

The SA identifier indicates that the classifications and prevailing wage rates set by a state (or local) government were adopted under 29 C.F.R 1.3(g)-(h). Example: SAME2023-007 01/03/2024. SA reflects that the rates are state adopted. ME refers to the State of Maine. 2023 is the year during which the state completed the survey on which the listed classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination.

The date, 01/03/2024 in the example, reflects the date on which the classifications and rates under the SA identifier took effect under state law in the state from which the rates were adopted.
