Section 230913 - Instrumentation and Control Devices for HVAC
This is a specification section for the CBI HVAC and Lighting Upgrade project (25-388), detailing requirements for instrumentation and control devices for HVAC systems. The specification covers control panels, control valves with factory-mounted actuators, electronic valve operators, pressure-independent valves, damper operators, wall-, surface-, and duct-mounted temperature sensors, thermostats, fan and pump motor run-status monitoring equipment, pipe-mounted sensors and transmitters, and energy metering devices. Installation must comply with referenced standards including ANSI C12.1, C12.10, C12.20, ANSI/FCI 70-2, ASHRAE Standard 135 (BACnet), NEMA EN 10250, and NFPA 70. A preinstallation meeting is required one week before work begins. The designer must be a licensed Professional Engineer with experience in control system design, and the manufacturer must have minimum three years of documented experience. All components requiring electrical connection must be listed and classified by Underwriters Laboratories Inc. Warranty coverage extends five years after substantial completion.
The specification includes detailed technical requirements for all components, including control valve specifications with Class VI leakage ratings, RTD temperature sensors with accuracy tolerances of plus/minus 0.50 to 0.75 degrees Fahrenheit depending on application, differential pressure transmitters with 4 to 20 mA output, and power metering devices meeting ANSI C12.1 and C12.20 accuracy class 0.5 standards with BACnet MS/TP communication capability. Submittals must include product data, shop drawings, manufacturer's instructions, qualification statements from designer, manufacturer, and installer, operation and maintenance data, and project record documents. The contractor must provide a one-year maintenance contract from the date of substantial completion, including minimum two complete system inspections of approximately four hours each for inspection, calibration, and adjustment of controls.
