About this opportunity

The Texas Department of Information Resources is issuing a Request for Offer for a Master Cooperative Contract for cabling services and related products (COOP2026SOL-00008), with proposals due September 24, 2026 at 2:00 PM Central Time. This is an indefinite-quantity cooperative purchasing vehicle serving state agencies, local governments, higher education institutions, K–12 school districts, and other eligible public entities across Texas.

The scope encompasses planning, design, installation, construction, maintenance, training, and support for data, video, and voice cabling systems using copper and fiber optic infrastructure. In-scope services include installation across multiple cable categories (Cat 5e, 6, 7, Fiber Optic); related products such as data racks, wire management systems, patch panels, fiber boxes, wall plates, and connectors; and value-added services including integration, managed services, and training. Respondents must demonstrate BICSI RCDD credentials for assigned personnel and verify manufacturer certifications for copper and fiber systems compliant with TIA/EIA, BICSI, and NEC standards.

Evaluation uses weighted scoring: pricing (45%), company ability/capacity/responsiveness (30%), and contract marketing and customer support plan (25%). The initial contract term is two years, with one optional two-year renewal and one optional one-year renewal at DIR's discretion, plus potential extension up to twelve months. Historical sales data shows $11.1 million (FY 2023), $11.5 million (FY 2024), and $12.0 million (FY 2025) through DIR cabling contracts. Pricing must include all shipping, handling, and a 0.75% DIR administrative fee; vendors submit pricing through both Exhibit E pricing sheets and an automated form in BidStamp VIS by geographic zone across Texas.

All respondents must submit a mandatory Subcontracting Plan and demonstrate good faith effort in recruiting Texas Certified Veteran Heroes United in Business (VetHUB) entities as subcontractors, regardless of award outcome. Respondents must also submit completed accessibility documentation including VPAT conformance reports, VADSIR forms if applicable, and Policy Driven Adoption for Accessibility self-assessments; incomplete or missing accessibility documentation results in automatic failure of that evaluation criterion. A virtual optional bidders' conference is scheduled for August 18, 2026 at 2:00 PM CT. Written questions are due September 3, 2026 at 2:00 PM CT.
