About this file

This is an Exhibit B evaluation form for the Texas Department of Information Resources Request for Offer COOP2026SOL-00008 for Cabling Services and Related Products. The document establishes evaluation criteria and submission requirements for respondents seeking to provide structured cabling installation services and related products to public entities in Texas. Respondents must demonstrate company service ability by describing experience with comparable cabling projects completed within the last five years, including project size, cable types, and completion dates. Respondents must also document manufacturer certifications for copper and fiber systems, verify compliance with industry standards such as TIA/EIA, BICSI, and NEC, and describe their testing and certification processes for installed cable. Personnel assigned to the contract must hold relevant certifications such as BICSI RCDD credentials. Responses to service ability questions are limited to two pages and may not reference other sections of the response or include external links or marketing materials.

The exhibit also requires respondents to address company service capacity and responsiveness across separate sections with defined page limits. Capacity responses, limited to two pages, must detail the number of qualified field technicians available for concurrent deployment across multiple sites, staffing strategies for simultaneous work orders, subcontracting plans with quality oversight procedures, equipment and material supply arrangements, and current workload projections. Responsiveness questions, limited to three pages, must cover standard response times for work orders, escalation procedures for at-risk deadlines, project status communication protocols, warranty response commitments, and change order management procedures. Additionally, the form requires submission of historical data including years of service experience by market segment, sales figures to Texas public entities over the preceding twelve months, sales to public entities in other states, and listings of other cooperative contracts held by the respondent.
