About this file

This is an Exhibit C response template from the Texas Department of Information Resources (DIR) for Request for Offer COOP2026SOL-00008, which concerns Cabling Services and Related Products. The document establishes comprehensive requirements for contract marketing and customer support planning that proposing vendors must address during the initial eighteen-month period as DIR contract holders. Respondents must submit a detailed contract marketing plan identifying target customer segments across DIR-eligible entities including state agencies, higher education institutions, K-12 school districts, local governments, assistance organizations, public hospitals, and institutions outside Texas. The marketing plan must include specific monthly timelines for activities, resource allocation strategies, measurable performance targets, and key performance indicators (KPIs) with reporting methods. Additionally, vendors must describe any current or pending contracts that could impact their marketing capacity and provide detailed end-to-end processes for sales delivery, order processing, and ongoing customer support with quantifiable service-level commitments.

The response requirements mandate that vendors provide organizational structure information including defined team roles, staffing levels, Texas-specific support capacity, and documented workflows with measurable service-level commitments such as response times and resolution timelines. Vendors must identify their account management team personnel with relevant professional experience and measurable staffing allocations, describe their geographic footprint and support locations with specific services and staffing levels per location, and submit a separate organizational chart and sample Service Level Agreement (SLA). The SLA must address onboarding processes, service request intake and handling, escalation procedures, hours of operation, guaranteed response and resolution times, and contract management requirements. The complete Exhibit C response (excluding the organizational chart and SLA) is limited to six pages, with evaluators only reviewing information that does not exceed this threshold or contain external links or cross-references to other sections.
