About this opportunity
Ocean County, New Jersey is soliciting bids on Buildings & Grounds Warehouse #65 Exterior Renovations at 162 Chestnut Street, Toms River, with proposals due July 28, 2026. This is a prevailing-wage public works project subject to multiple New Jersey union collective bargaining agreements covering laborers, carpenters, electricians, plumbers, roofers, ironworkers, painters, glaziers, bricklayers, operating engineers, and other trades.
The scope includes a new standing-seam metal roof system over the existing structure, metal gutters and downspouts, metal soffits, removal and replacement of existing metal siding from finish floor to 3 feet above finish floor, and relocation of rooftop mechanical equipment and vents. The single-story warehouse is approximately 17,500 square feet with a 55-foot roof height. Three bid alternates are included: Alternate #1 addresses removal and replacement of 14 exterior doors with fiberglass-reinforced panel (FRP) doors and aluminum frames; Alternate #2 covers removal and replacement of 19 exterior windows with 1-inch insulated glass units; Alternate #3 provides power washing and painting the exterior building including coiling doors with primer and two finish coats. All work must comply with the 2021 Uniform Construction Code of New Jersey, the 2021 International Building Code, and ASHRAE 90.1-2019. Roofing materials, gutters, downspouts, and metal panels must be IMETCO or architect-approved equals, with a 0.5/12 slope across eight ridge spans totaling approximately 305 linear feet.
The contract term is 150 calendar days with work limited to 7:00 a.m. to 4:00 p.m., Monday through Friday, with the building occupied during normal business hours. The contractor must submit a detailed construction schedule within 20 calendar days of award, shop drawings within 30 days, and a progress chart and price schedule broken down by labor, material, and equipment within 10 days of Notice to Proceed. A preconstruction meeting is required after contract award. Performance and payment bonds, certificate of insurance, and a one-year 100% maintenance bond are required at final payment. Monthly progress payments are authorized at 98% of work completed, with 2% retained until final completion. Liquidated damages are $500 per calendar day for schedule delay. The contractor must provide all labor, materials, equipment, temporary utilities (electricity and water), temporary toilet facilities, 6-foot chain-link construction fencing with 4-foot slat screen, temporary heating, temporary electrical facilities, and construction office and storage trailers. All materials are fixed-price with a stipulated contingency allowance for unforeseen items; unused contingency funds are credited to the owner.
Bid responses require DocuSign completion of specific forms within the OpenGov portal, with all required fields (marked in red) mandatory; respondents must click the link to load completed documents into OpenGov or progress is lost upon navigation.
