About this opportunity
The State of West Virginia, Department of Administration, General Services Division is requesting quotes for replacement of an existing rooftop HVAC unit (Model# PHD360000K000C1, 5-ton heat pump) at Building 88 in Charleston under ARFQ 0211 GSD2700000002, with quotes due July 27, 2026 at 10:30 a.m. A mandatory pre-bid meeting is scheduled for July 16, 2026 at 10:00 a.m. at the Building 88 site (7 Players Club Drive, Charleston); attendance is required for bid qualification.
The scope includes furnishing all labor, materials, equipment, and supplies to remove and dispose of the existing unit and install a new heat pump compatible with the building's Trane Tracer Ensemble Building Automation System. Work includes replacement of existing disconnects and whips, installation of new thermostats and required sensors, and ductwork transition work. The vendor must provide a one-year warranty on labor upon completion. All travel, mileage, and mobilization costs may be included in the bid price but will not be reimbursed separately.
Prior to contract award, the successful vendor must furnish a valid West Virginia contractors license, a bid bond equal to 5% of the total bid, and performance and labor/material payment bonds each equal to 100% of the contract value, along with a two-year maintenance bond. Commercial general liability and automobile liability insurance each in the amount of $1,000,000 per occurrence are required, with the General Services Division named as certificate holder. No Davis-Bacon wage rates apply.
Pricing is submitted as a lump-sum total cost on the designated Pricing Page in both words and numbers. The contract is awarded to the lowest qualified responsible bidder meeting all specifications. Technical questions close July 21, 2026 at 10:00 a.m. Addendum 4, clarifying that the existing unit is 5 tons (not 3 tons), was issued July 23, 2026. All bidders must acknowledge receipt of all addenda with their bid submissions.
