About this opportunity
The Florida Fish and Wildlife Conservation Commission (FWC) is issuing a single-source purchase notice for a three-year subscription contract with BioBase LLC for aquatic mapping and data processing services, with prospective-vendor information due July 31, 2026 at 4:30 p.m. Eastern Time. This is not a competitive solicitation; the agency has determined that the services are available only from a single source.
The scope is annual subscriptions to BioBase LLC's EcoSound cloud-based platform for processing aquatic sonar data collected from consumer-grade Lowrance devices. The platform automates generation of maps depicting aquatic vegetation abundance, water depth, and substrate composition in Florida waterbodies. The contract also includes specialized GIS and data reprocessing services tied to FWC data uploads and database creation and maintenance. The FWC justifies the single-source determination on the ground that EcoSound is the only system available that combines automated cloud processing of sonar logs with crowd-sourced data merging, eliminating manual office-based processing workflows. No competitive system offers this integrated model.
The estimated contract value is $350,000 over the three-year term. The procurement remains posted for a minimum of 15 business days in accordance with Florida Statutes Sections 120.57(3) and 287.057(3). Any prospective vendor claiming the ability to supply equivalent or superior services must submit written information to Martin Ehlen, contract contact, at martin.ehlen@myfwc.com or 850-617-9602 by the July 31 deadline. The selected contractor must warrant full capability to perform all requirements and comply with Chapter 287, F.S., and applicable law.
