About this file
This is a Description of Intended Single Source Purchase (PUR 7776) form submitted by the Florida Fish and Wildlife Conservation Commission (FWC) for a three-year subscription contract with BioBase LLC. The FWC seeks annual subscriptions to BioBase LLC's online mapping platforms for processing aquatic sonar data to create maps of aquatic vegetation, depth, and substrates in waterbodies. The contract also includes specialized GIS and data reprocessing services related to FWC data uploaded to the platforms, as well as database creation and maintenance services. The deadline for prospective vendors to provide information regarding their ability to supply these services is July 31, 2026, by 4:30 p.m. Eastern Time. The procurement was posted on July 10, 2026, and will remain posted for a minimum of 15 business days in accordance with Florida Statutes Sections 120.57(3) and 287.057(3).
The estimated dollar amount for this single-source purchase is $350,000.00 for the three-year term. BioBase LLC is identified as the sole source provider because the EcoSound product and service platform is the only cloud-based system on the market that automates the processing of sonar logs from consumer-grade Lowrance devices and produces outputs of submersed aquatic vegetation abundance. The justification emphasizes that no competitive system offers BioBase's model of online automated cloud processing combined with crowd-sourced data merging capabilities, which eliminates the need for manual office-based data processing and reporting. The requestor is Kevin Johnson, Assistant Research Scientist with the Fish and Wildlife Research Institute's Freshwater Fisheries Research Section, and the contract contact is Martin Ehlen at 850-617-9602 or martin.ehlen@myfwc.com.

Performance and/or Design Requirements (e.g. intended use, function or application, compatibility, requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate):
A subscription based online platform that offers automated cloud acoustic sonar data processing and geostatistical outputs of user collected and uploaded spatial sonar data. Along with the ability replay, edit/modify, reprocess, and merge (interpolate/extrapolate) sonar data to the whole waterbody level to allow for the creation and exporting of whole waterbody level sonar data, reports of aquatic habitat analytics, and maps of bathymetry and aquatic habitats. Creation and maintence of a database that allows for the uploading, searching, displaying, and downloading of aquatic vegetation mapping data from mapped waterbodies.
Intended Single Source:
BioBase LLC
Estimated Dollar Amount:
$350,000.00
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
The online BioBase platform system (www.biobasemaps.com) was developed to provide sonar data aquatic habitat mapping services through data processing, analytics, and trend tools used by research and management agencies like FWC. Using automated cloud sonar data acoustic processing and geostatistical outputs, BioBase offers the power of bathymetric, aquatic vegetation, bottom hardness, and substrate mapping for maintaining a comprehensive look at waterbody status changes over time from user collected sonar data. Real time and historical data can be used in correlation with additional studies to evaluate habitat change over time and allocate/recommend efficient resources management. To this end, BioBase LLC is the sole source provider of online automated and centralized aquatic vegetation mapping technology and software platforms. Specifically, the EcoSound product and service platform is a one-of-a-kind cloud processing platform that automates the processing of uploaded sonar logs from off-the-shelf Lowrance consumer sonar devices and produces outputs of submersed aquatic vegetation

abundance. The BioBase platform system is innovative in that it removes the need for any data collector to spend hours in the office processing acoustic data and manually generating data outputs and maps. Time is also saved by leveraging crowd-sourced efforts (e.g., merging outputs from multiple partners). No competitive system on the market offers a similar model of online automated cloud processing of aquatic habitat data similar to that of BioBase LLC.
