About this opportunity
Napa County is soliciting sealed bids on IFB PW 26-25 for kitchen and bathroom rehabilitation at Bella House, a licensed 12-bed mental health residential facility, with bids due October 6, 2026 at 11:30 a.m. and a mandatory pre-bid job walk completed September 24, 2026.
The scope encompasses selective demolition and replacement of kitchen and bathroom equipment, fixtures, casework, flooring finishes, interior painting, and LED light bulb installation throughout the occupied facility. Work is performed at 1046 Bella Drive, Napa, California. A critical operational constraint requires that only one restroom may be taken out of service at any given time due to limited available restrooms; the contractor must sequence restroom work to maintain continuous resident access and coordinate all activities with facility and county staff to minimize disruption to residents. The facility remains occupied throughout construction.
The engineer's estimate is $160,000. The contract term is 40 working days from the Notice to Proceed, scheduled for January 11, 2027. Liquidated damages of $1,000 per calendar day apply for delays beyond the 40 working day completion period. Work hours are restricted to Monday through Friday, 8:00 a.m. to 5:00 p.m.
Contractors must hold a valid Class B California contractor license at contract award and maintain Public Works Contractor registration with the California Department of Industrial Relations. The project is subject to prevailing wage requirements under California Labor Code with weekly certified payroll submission required. A 10 percent bid guarantee, performance bond, and labor/material bond equal to 100 percent of contract price are required. A 5 percent retainage will be held from progress payments and released within 60 days of project completion. The contractor is responsible for obtaining any required City of Napa encroachment permits, utility coordination, site cleanup, and proper disposal of demolition materials. A minimum 75 percent construction waste diversion rate from landfills is required, with waste management plan submission due within 7 days of Notice to Proceed and monthly waste management reports thereafter. Questions and substitution requests were due September 29, 2026 at 2:00 p.m. Public bid opening occurs October 6, 2026 via Teams meeting. Twenty-nine construction firms attended the mandatory pre-bid site visit.

Bella House is a licensed social rehabilitation facility that provides a mental health residential program for adults, with a licensed capacity of 12 residents. Under contract with Napa County's Health and Human Services Agency (HHSA), Progress Foundation provides residential care, meals, medication monitoring, daily living skills training, and social and recreational activities at Bella House. Napa County acquired the Bella House property in 2005, which has continuously served as a residential facility supporting adults receiving mental health services. After approximately 20 years of use, the facility's kitchen and bathrooms have experienced significant wear and deterioration and are in need of rehabilitation.
The rehabilitation scope of work includes demolition of existing restroom and kitchen equipment, fixtures, casework, and flooring finishes. Installation of new kitchen and restroom equipment, fixtures, casework, flooring finishes, interior painting, and replacement of light bulbs with LED light bulbs throughout the house. Bella House will remain occupied throughout construction, and the Contractor must coordinate work activities with facility and County staff to minimize disruption to residents. Due to the limited number of available restrooms, only one restroom may be taken out of service or impacted by construction activities at any given time. The Contractor shall sequence restroom work accordingly to ensure that the remaining restrooms remain available for residents, see section 4.36 -"Order of Work".
Contractor shall not commence work prior to the notice to proceed date as noted in Special Provisions General Conditions section 4.10 - "Beginning of Work, Time of Completion and Liquidated Damages".
