About this file

This is a Question and Answer Addendum document issued by Napa County Public Works for IFB No. PW 26-25, the Bella House Kitchen and Bathroom Rehab project. The document addresses 22 bidder inquiries submitted prior to the October 6, 2026 bid deadline at 11:30 a.m. and provides clarifications on project scope, material specifications, installation requirements, and operational constraints. The project involves selective demolition and renovation of kitchen and bathroom facilities at a 12-bed licensed mental health residential facility located at 1046 Bella Drive in Napa, California. The scope includes replacement of shower bases, bathtubs, flooring, casework, fixtures, interior painting, and LED relamping. Work must be completed within 40 working days from the January 11, 2027 Notice to Proceed. A mandatory pre-bid job walk was completed September 24, 2026, with 29 firms attending. The engineer's estimate is $160,000, with liquidated damages assessed at $1,000 per calendar day for delays beyond the 40 working day completion period.

Key clarifications provided in this addendum address material specifications, including confirmation that SSU-3 cast solid-surface shower bases govern over fiberglass alternatives, Kohler bathtubs with SSU-2 solid-surface wall panels are required without fiberglass surrounds, and Moxy XL 9-inch by 72-inch rigid-core click flooring serves as the basis of design. The County clarified that existing subfloors are to remain and be prepared rather than replaced, with water damage discovered during demolition treated as an unforeseen condition. Prevailing wage requirements apply using DIR general/commercial building trade determinations for Napa County, with contractors responsible for DIR registration and certified weekly payroll submission. The facility constraint requiring only one restroom out of service at any time necessitates coordinated work sequencing, and the kitchen may be decommissioned for a maximum of three weeks or 15 working days. Contractors must deliver bid security in advance to 1195 Third Street, Suite 101, and possess three qualifying capital improvement projects for eligible government agencies completed within the past five years. A 10 percent bid guarantee, 100 percent performance and labor/material bonds, and 5 percent retainage from progress payments are required, with retainage released within 60 days of project completion.
