About this file
This is an addendum to specifications for a kitchen and bathroom rehabilitation project at Bella House, a 12-bed mental health residential facility operated by Progress Foundation under contract with Napa County's Health and Human Services Agency in Napa, California. The project encompasses selective demolition and replacement of kitchen and bathroom equipment, fixtures, casework, flooring finishes, interior painting, and LED light bulb installation throughout the occupied facility located at 1046 Bella Drive, Napa, California. A mandatory pre-bid job walk was completed on September 24, 2026, with twenty-nine construction firms in attendance. Sealed bids for IFB PW 26-25 were due October 6, 2026, at 11:30 a.m., with public bid opening conducted via Teams meeting. The contract term is 40 working days from the Notice to Proceed, scheduled for January 11, 2027. Questions and substitution requests were due September 29, 2026, at 2:00 p.m.
The engineer's estimate for the project is $160,000. Contractors must hold a valid Class B California contractor license at contract award and maintain Public Works Contractor registration with the California Department of Industrial Relations. A 10 percent bid guarantee, performance bond, and labor/material bond equal to 100 percent of contract price are required. Work is restricted to Monday through Friday, 8:00 a.m. to 5:00 p.m., with liquidated damages of $1,000 per calendar day assessed for delays beyond the 40 working day completion period. A 5 percent retainage will be held from progress payments and released within 60 days of project completion. The project is subject to prevailing wage requirements under California Labor Code with weekly certified payroll submission required. A critical operational constraint requires that only one restroom may be taken out of service at any given time; contractors must sequence work to maintain continuous resident access and coordinate all activities with facility and county staff. A minimum 75 percent construction waste diversion rate from landfills is required, with waste management plan submission due within 7 days of Notice to Proceed and monthly reports thereafter. Contractors are responsible for obtaining City of Napa encroachment permits, utility coordination, site cleanup, and proper disposal of demolition materials.
