About this opportunity

The State of Utah Division of Purchasing, conducting on behalf of Wildlife Resources, is requesting bids under IFB BD27-107 for wildland fire hazard reduction by masticating Pinyon and Juniper trees on 791 acres near Coal Pink Sand Dunes State Park, with bids due September 18, 2026 and work completion required by March 15, 2027. Participation is limited to prequalified contractors only — vendors not on the state's current Pre-approved/Pre-qualified Vendor list are ineligible to submit.

The scope involves mechanical mastication of the specified tree species across the full 791-acre treatment area. While no mandatory site visit will be held prior to bidding, potential bidders are strongly encouraged to inspect the site to assess general and local conditions that may affect performance costs; failure to inspect does not constitute grounds for post-award claims. Performance runs November 1, 2026 through March 15, 2027. The contractor must guarantee pricing through project completion.

Evaluation will award the contract to the lowest cost responsive and responsible vendor. Seven prequalified contractors submitted bids ranging from $219,898.00 to $462,735.00 (per-acre pricing from $278.00 to $585.00). The source does not identify a single awardee or estimated budget range.

Standard terms and conditions require commercial general liability insurance at minimum $1,000,000 per occurrence and $3,000,000 aggregate, E-Verify enrollment, and compliance with federal and state law. The State retains termination for convenience with thirty days' written notice or for cause with a ten-day cure period. All intellectual property rights in work product transfer to the State. Contractors scoring below 60 on the Rangeland Contract Performance Evaluation (assessed across Quality of Product or Service, Timeliness of Performance, and Contract Management) will be removed from the pre-qualification list for that treatment and acreage category.
