About this opportunity

The State of Utah Division of Purchasing has issued an RFSQ to establish an open-ended pre-qualified vendor list for Design Professional Services (Architecture & Engineering) under BD27-106, with statements of qualifications due October 8, 2026. Approved vendors will maintain pre-qualified status for 12 months and must resubmit qualifications for renewal thereafter; the State retains the right to reopen the solicitation to accept additional vendors at any time but no less frequently than every 12 months.

Vendors may apply across one or more specialty areas: General Architectural, Civil, Commissioning, Electrical, Environmental, Geological, Geotechnical, Landscape Architecture/Engineering, Mechanical, Public/Water Works, Structural, and Surveying. Selected firms must be willing to perform services on all project sizes up to $100,000 and must maintain Errors and Omissions insurance, professional employee qualifications, safety standards, and timely conduct throughout tenure on the list.

Evaluation occurs in two stages: Stage 1 screens for responsiveness and conformance to RFSQ requirements; Stage 2 applies a pass/fail technical criteria assessment by appointed committee, with any "no" answer resulting in automatic disqualification. Vendor scoring is formula-based using customer reference feedback. Vendors must submit a minimum of 5 and maximum of 20 references with contact information, project type, and completion date. The State will randomly select four references for customer satisfaction survey (five-point scale). Final score equals the average star rating multiplied by 20, then multiplied by a reference modifier (0.85 for 5 references, 0.90 for 10, 0.95 for 15, 1.00 for 20). A minimum final score of 70 points is required; the required average star rating ranges from 4.12 stars for 5 references to 3.5 stars for 20 references.

Vendors must certify compliance with all prerequisites, prohibit communications with procurement staff or evaluation committee members except the assigned procurement officer, and comply with boycott and forced-labor restrictions under Utah Code 63G-6a-121. Pricing is public; other proprietary information may be claimed confidential using the required form with both redacted and non-redacted versions submitted. The State reserves the right to conduct background checks, require product samples, and hold interviews at its discretion. Contact: Brayden Dent, (801) 957-7155, braydend@utah.gov.
