About this file
This Scope of Work document establishes the requirements for Design Professional Service firms seeking placement on a pre-qualified vendor list administered by the State of Utah Division of Purchasing. The State intends to qualify architectural and engineering firms capable of providing design services, project surveillance, cost estimating, surveys, and related professional services for various project types, including standard construction, reclamation, and environmental cleanup. Selected firms will be pre-qualified for an initial twelve-month term, after which qualifications and experience will be re-evaluated prior to renewal for additional twelve-month periods. State agencies and political subdivisions, including cities, counties, school districts, and special districts, may select Design Professional Service firms directly from the pre-qualified list, subject to the requirement that agencies review a minimum of three qualified firms before making a final selection decision. Firms on the list must be willing to perform services on all project sizes up to $100,000 and must maintain professional standards regarding employee qualifications, safety, timeliness, and professional conduct throughout their tenure on the list.
Design Professional Service firms selected from the pre-qualified list must provide standard Errors and Omissions insurance for services performed on specific projects. The State Division of Purchasing reserves the right to remove any firm from the pre-qualified list at any time for failure to maintain qualification standards, failure to uphold professional and safety standards, or for any reason deemed appropriate by the State. All employees of pre-qualified firms must remain qualified at all times to perform the required services and must conduct themselves in a manner that promotes positive working relationships with state employees and contractors. The pre-qualified list operates as an open-ended vendor list that the State may reopen to accept additional vendor responses at any time, but no less frequently than every twelve months, during the term of the arrangement.

Attachment C Scope of Work
It is the intent of the State of Utah to place qualified Design Professional Service firms on a pre-qualified list to be used for Design Professional related services for various projects including standard construction, reclamation, environmental clean-up, and other architectural or engineering related areas. The Design Professional Service firms placed on the pre-qualified list must be capable of performing project design, project surveillance, cost estimating, surveys, and other standard Design Professional services associated with each of these fields.
It is expected that all employees for any firms placed on this list shall be qualified at all times to perform these services, shall work in a professional, safe and timely manner, and shall conduct themselves in a way that will promote a good working relationship with state employees and contractors. The Division of Purchasing will reserve the right to remove any firm from the pre-qualified list at any time for failing to maintain these standards, for failing to maintain the qualification standards originally submitted with this solicitation process, or for any other reason deemed appropriate by the State.
When a Design Professional Service firm is selected from the pre-qualified list by any State of Utah agency or by any political subdivision of the State of Utah (i.e. cities, counties, school districts, higher education, special districts, etc.), that Design Professional Service firm must provide standard “Errors and Omissions” insurance for the Design Professional services being performed on the specific project for which the Design Professional Service firm was selected.
Design Professional Service firms on the list must be willing to perform on all size projects up to $100,000.
Firms responding to this solicitation who, after an evaluation process, have been determined as an acceptable and qualified firm will be placed on a pre-qualified list for a period of twelve (12) months under the Area of Expertise noted in the firm’s response. At the point each firm has been on the list for 12 months, that firm’s qualifications and experience will be re-visited prior to allowing another 12-month term on the list.
Agencies may make selection directly from the list of qualified firms who have been placed on the pre-qualified list. In accordance with the Utah Procurement Code, agencies will be required to review a minimum of three (3) firms for each requirement before making a decision. The architect/engineer will be selected by the agency/institution based on the needs of the agency and the qualifications of the Design Professional Service firm.
