About this file

This document outlines the Request for Statement of Qualifications (RFSQ) evaluation process administered by the State of Utah Division of Purchasing to establish an open-ended pre-qualified vendor list for Design Professional Services in Architecture and Engineering. The RFSQ employs a two-stage evaluation methodology to identify qualified service providers. Vendors approved through this process will maintain pre-qualified status for 12 months, after which time they must resubmit qualifications for reevaluation and renewal. The State reserves the right to reopen the solicitation to accept additional vendor responses at any time during the term of the approved vendor list, but no more frequently than every 12 months, and may do so for any reason deemed appropriate by the State.

The evaluation process consists of an initial responsiveness review followed by technical criteria assessment. During Stage 1, the procurement unit screens all timely-received statements of qualifications to eliminate non-responsive submissions that fail to conform to RFSQ requirements. Stage 2 involves an appointed evaluation committee that assesses responsive qualifications against established technical criteria using a pass/fail, yes/no evaluation standard. Any response receiving a "no" answer on the technical criteria is automatically disqualified and deemed non-responsive. This streamlined evaluation methodology ensures that only vendors meeting all mandatory technical qualifications advance to pre-qualified status.
