About this file
This document provides instructions for the State of Utah Division of Purchasing regarding the procurement of Design Professional Services (Architecture & Engineering) under the Utah Procurement Code 63G-6a. The State of Utah issued a Request for Statement of Qualifications (RFSQ) to establish an open-ended, pre-qualified vendor list for design professional services. Vendors approved through this process will maintain prequalified status for 12 months, after which they must resubmit qualifications for evaluation and renewal. The State retains the right to reopen the solicitation at any time, but no longer than every 12 months, to allow additional vendors to submit responses. The State may reopen the solicitation for any reason it deems appropriate.
The small purchase threshold for design professional services under this procurement process is a maximum of $100,000.00 per project. Procurement units must include minimum specifications when utilizing the small purchases threshold. Following the selection of a minimum of three firms, the procurement unit shall rank the firms in order and begin fee negotiations with the highest ranked firm up to the $100,000.00 threshold. If an agreement cannot be reached, the procurement unit shall proceed to negotiate with the next highest ranked firm in sequence until a fee agreement is achieved. Executive Branch Procurement Units lacking independent procurement authority must involve the Division of Purchasing in this process. Inquiries regarding the procurement process should be directed to Brayden Dent at braydend@utah.gov or (801) 957-7155.
